Joseph Wilson was a brother to Manson Wilson and Richard McDowell Wilson, both of whom have descendants in JCGS. We are not exactly sure of the location of Long's Chapel, but Allison researchers will be glad to have the information in the second obituary.] Items from The Western Reporter (Franklin, NC) J u n e 22,1860 Obituary Departed this mode of existence on Wednesday morning Feb. 29^mth, at the residence of his father, John Wilson, Esq. on Savannah Creek, Jackson county, North Carolina, Mr. Joseph H. Wilson, aged 27 years, 6 months, and 24 days. At the age of 21 years, Joseph, through prayer and supplication was by the application of Jesus' atoning blood, made an heir of God, a kindred of the Lamb - whereupon he attached himself to the M. E. Church; but like many young men, was again partially carried off by the persuasion of, or rather keeping the company of his wicked mates, into the participation of this life's transient pleasures, where he remained until Scott's Creek Camp-meeting, 1859, (but no charge against him in the Church.) He concluded he would no longer remain in his backsliden [sicjstate and through the fervency of prayer, the supplications of his kindred and friends, and the ever willingness of that Greatest of all friends, Jesus, who willeth not the death of any, but that all should come unto him and live, it pleased God for Christs sake to seal his pardan [sic] and indelibly write his name in the Lambs' s [sic] Book of life. Since that time Joseph has lived the life of a consistent Christian and member of the church up to his death. He was taken very ill on Saturday night before his death and suffered the most excrutiating pain and burning fever until it pleased God in the plenitude of his mercy to remove him from earth and waft his spirit home to Jesus. Allison, a boy of bright intellect, a sweet spirit, affable and kind in his disposition and manner; had religious parents, and of course had the advantage of early, religious training; was early dedicated by baptism in the M. E. Church, and was a mourner at the alter of prayer of prayer at the camp meeting on Scott's Creek in October last; did not make any public profession, but told his little brother that he felt mighty happy. But little Benjamin is gone from the evils to come, his body rests in that lonely spot, (the grave-yard at Long's Chapel,) where friend after friend has been borne, to rest until the resurrection's morn, when they shall wake up together to receive, each a reward according to the deeds done in the body. The following is the handout shared with JCGS members at the Society's March meeting by Veteran's Service Officer Russ Bauer. It is of interest to everyone, but obviously of great interest to veterans.] THE DEPARTMENT OF VETERANS AFFAIRS (VA) HISTORY AND ORGANIZATION Summary: The United States has the most comprehensive system of veterans' benefits and care of any country in the world. Prior to 1930, responsibility for the various veterans' programs was fragmented among several different Government agencies and bureaus. Pursuant to an Act of Congress, the Veterans Administration was established in 1930 to bring all of these different activities under the control of a single consolidated agency. From World War LT and subsequent, the Veterans Administration grew to become the largest non-Cabinet agency in the Federal Government. £ On March 15, 1989, the Veterans Administration became a Cabinet-level agency, changing its ^ name to the U.S. Department of Veterans Affairs. The Administrator of Veterans Affairs became the Secretary of Veterans Affairs. The new agency is composed of three sub-agencies: the Veterans Benefits Administration (VBA); the Veterans Health Administration (VHA); and the National Cemetery System. The VBA administers the Compensation and Pension programs for disabled veterans and surviving dependents of deceased veterans. VBA also administers Vocational Rehabilitation for disabled veterans and several education assistance programs for veterans, dependents and survivors; Loan Guaranty programs for veterans and surviving spouses of veterans who died of service-related causes; and a number of life insurance programs for veterans. In addition, VBA also provides a burial allowance, including headstones or grave markers, for eligible veterans. VBA has one Regional Offices in North Carolina: Winston-Salem. The VONAPP (Veterans On Line Applications) web site is an official Department of Veterans Affairs (VA) web site designed so U.S. military veterans and some service members can apply for compensation, pension, and vocational rehabilitation benefits through the Internet. This is a first step towards an electronic VA. VONAPP will allow veterans, and in the future, dependents and other VA claimants, electronic access to file applications with the VA on-line. To apply, log onto the VA's Webb address (www.va.gov) and click on the benefit under VONAPP you wish to apply for. Follow the instructions for completing and submitting the application. 73 Journeys Through Jackson Spring 2005 The VHA provides health care facilities for veterans, and in some cases their dependents or survivors.. It is one of the largest health care delivery systems in -the world. Nationwide, VA operates more than 170 medical centers, more than 80% of which are affiliated with university schools of medicine. VHA averages nearly 100,000 inpatients per day. Ln addition, VHA operates numerous outpatient clinics, readjustment counseling centers, domiciles, and nursing homes. In North Carolina there are four VA Medical Centers (located at Asheville, Durham, FayetteviUe and Salisbury); One Outpatient Clinic (located at Winston-Salem) and Four Communiry Out Based Clinics (located at Charlotte, Greenville, Jacksonville, and Raleigh); Five Vet Centers (located at Charlotte, FayetteviUe, Greensboro, Greenville, and Raleigh); Four Nursing Home Care Units (located at Asheville, Durham, FayetteviUe and Salisbury) and no domiciles. The National Cemetery System administers National Cemeteries throughout the United States and its territories. There are four National Cemeteries in North Carolina, (located at New Bern, Raleigh, Salisbury and Wilmington); only Salisbury being active, however. Veterans and service persons that die on active duty are eligible for burial in a National Cemetery. The spouse and dependent children of a veteran are also eligible for burial in a National Cemetery. Other persons eligible for burial in a National Cemetery include Reservists who are entitled to retired pay based on 20 years of service with a Reserve component, and U.S. citizens who served honorably in the armed forces of an Allied government during a war. C O U N T Y V E T E R A N SERVICE OFFICERS Nature of Work The County Veterans Service Officer advises local veterans and their dependents of their rights and entitlements under various Federal and State laws, counsels them, and actively assists them-by filling out necessary forms and papers, obtaining documents and affidavits, and forwarding same to the North Carolina Division of Veterans Affairs for review and presentation before the U. S. Department of Veterans Affairs. Work is generated through inquiries concerning veterans benefits or through action of the service officer in seeking out those who need and may be entitled to assistance. The work is complex and exacting due to the numerous State and Federal laws involved and the regulations by which they are administered. These laws cover many and varied benefits including compensation, pension, insurance, death benefits, hospitalization and education.
