  • (Hl}t fflestern GTarnlmtan Environment Thursday, February 61997 7 Mad Cows and British Beef: Study Finds Bovine-Human Disease Link JESSICA DEVANEY ENVIRONMENTAL EDITOR In the late 1970s, alternative substances were researched in an effort to avoid agricultural waste. People felt it was unnecessary to feed livestock food crops when millions of humans were starving, so they used recycled manure as cattle feed. Now those people wish they had bitten their tongues. In 1967 the Food and Drug Administration tried to ban recycled manure, but by 1976 the FDA was forced to propose "a more relaxed policy" (Consumers Research Magazine, Dec.1996), due to widespread negative feedback from farmers. In 1989, "The Four Ds" (dead, dying, disabled, and diseased animals) became the newest component of cattle feed combined with recycled manure. The combination of recycled manure and "the Four Ds" have been noted as the main cause of the 1986 emergence of bovine spongiform encephalopathy (BSE), dubbed "mad cow's disease." BSE has been spread throughout Britain from feed containing other diseased animal products being served to livestock. It is presently a British epidemic, contaminating meat through a transmissible spongiform encephalopathy (TSE) agent. Most of the TSE agent came from sheep who had died from a bovine disease, scrapie, and in turn their remains were fed to cows. In 1989 a ban was put on "ruminant-to-ruminant feeding," or BSE-infected cattle to calves feeding. The ban was enforced because the belief was that BSE-cattle were being fed together and then transferring the disease to their calves. Also, in 1989 the USDA's Animal and Plant Health Inspection Service prohibited the importation of live cattle from Britain. These actions were taken as precautionary measures. BSE has not reached the United States, yet, but concerns are growing. There is now evidence that BSE is zoonotic, which is a disease transmitted from livestock to humans. Recently, a British study has found a protein link between BSE and a human disorder, the Creutzfeldt-Jakob brain disease. "British researchers report they have direct evidence that mad cow disease...was in deed transmitted from cattle to people" (CRM: .12/96), A protein (PrP) linked to Creutzfeldt- Jakob disease, BSE, and other brain disorders, was discov ered to have a disease-causing agent. The agent is known as a prion and has an exact biochemical match to PrP. The prion is suspected to be the cause of BSE becoming zoonotic by acting as an inhibitor and warping normal PrP. "The band patterns of prions taken from people who died of the human variant of mad cow disease matched the pattern from mice and monkeys infected in the lab with mad cow disease" (CRM: 12/96). In both mad cow and Creutzfeldt-Jakob disease, the victims become senile. Both diseases have been shown to cause permanent senility. The recent discovery has caused the European Union to declare a ban on British beef. To aid in controlling the spread of BSE, the European Union wants Prime Minister John Major to slaughter 150,000 infected cattle. Prime Minister Major refuses to do so, stating, "British beef is perfectly safe." For now the U.S. is just staying on its toes. The FDA and USDA are scrambling to keep up with Britain's research developments, while continually trying to maintain control on what is being fed to our cows. New Recycling Centers to Beplace 'Green Box1 System ADAM RIGGSBEE ENVIRONMENTAL EDITOR An August issue of the Carolinian carried an article ibout the future of Jackson bounty's solid waste management. The Sylva landfill is due to close in January 1998, and the Vlacon County landfill is the "text home for the area refuse. In response to the pressure Df limited space, the Solid Waste Management division of ackson County is in the pro- ess of building six staffed re- :ycling and trash facilities designed to replace the inefficient green box" system that Jackson County is so familiar with. The capabilities of these recycling center will include >teel, aluminium, newspaper, nixed paper, and plastics in the 1, 2 and clear 3 categories. Styrofoam cannot be recycled because it is not efficient enough. Webster Enterprises is currently in' charge of recycling in the Sylva area, and it will soon become the regional recycler for glass, according to Dave Fowler, Jackson County's Solid Waste Management Coordinator. The six sites that are under different phases of construction are: Dillsboro, Qualla (near Cherokee), Balsam (Addie community), Cullowhee (next to fire department), Greens Creek (on 441) and Tuckaseegee (on 281). On February 20 a town meeting will be held in Cashiers to determine the location of the seventh site. Accord ing to Fowler, if the residents of Cashiers do not decide on a specific site, then Solid Waste Management will have to do it. All six sites are supposed to be operational by Julyl. "We [Jackson County] are behind addressing this problem," Fowler said. He also mentioned problems with the surrounding counties dumping their trash at Jackson County sites, adding to the clutter in Jackson County's nearly-full landfill. He named Haywood County as the main contributor, along with Macon, Swain, Transylvania and neighboring South Carolina counties. Last week's butterfly photo was mistakenly attributed to Adam Riggsbee.
