Our Bill passed "both houses of Congress and was referred to the Secretary of Agriculture, It of course was gratifying to us to have even this preliminary hill passed, especially so as ours was the only hill of several of this character which passed both Houses at the last Session of Congress, I enclose you a copy of the Congressional transaction, in vshioh you will see that our hill has been incorporated as an
