Men stationed at points X, 2, a, and 4 will not permit any traffic to leave the camps until after the passage of the President's party and will direct any stray cars going in either direction into the camps to park. Men stationed at points 5, 6, 7, 8, and 9 will require any stray cars passing in either direction to stop and park in the nearest suitable area, off the pavement, until after the passage of the President's party. 4. After the Presidential party passes the checking station, the Newfound Gap highway will be kept closed at this point until word has been received by telephone from Newfound Gap that the President has left the latter point for North Carolina when it will be thrown open. 5. Members of the Tennessee State Highway Patrol will escort the Presidential party from Knoxville to Newfound Gap. 6. Ranger Edwards will be in charge at the Fighting Creek Checking Station assisted by P.L. Cox, Fire Guards S.B. Bettis, and J.M. Price, with three members of the Tennessee State Highway Patrol. NORTH CAROLINA DIVISION 1. At 9 A.M. Eastern Time, September 9, the Newfound Gap Highway will be closed at Smokemont at a point opposite Conner's store adjacent to, but immediately above the bridge across the Oconalufty River. Upbound traffic arriving at this point after this time will be directed to suitable parking areas across the bridge in the vicinity of the temporary public camp ground and the bridge across Bradley Fork. 2. Simultaneously with the closing of the road at Smokemont, a member of the North Caroline State Highway Patrol previously stationed at Newfound Gap will start down the mountain clearing the road of all down bound traffic by directing all cars to proceed ahead of him until beyond the barrocade at Smokemont. At the same time another member of the North Carolina Patrol will leave Smokemont for Newfound Gap clearing the road of all upbound traffic by directing all of sane to proceed ahead of him to Newfound Gap where they will be permitted to park until after the departure of the President for North Carolina. State patrolmen leaving Newfound Gap should advise all those parked there that they must move at that time or remain parked until some time after noon, Central Standard Time. 3. At the time the Newfound Gap highway is closed, CCC foremen or competent CCC enrollees will be stationed at the following points on this road:
