Fraternity Leaders Act to Fight Alcohol Misuse on College Campuses INDIANAPOLIS-Jan. 20, 1998~The National Interfraternity Conference (NIC) - representing 66 international men's college fraternities with 400,000 students in 5,500 chapters on 800 campuses in the United States and Canada - has added its weight to the campaign to stop the misuse of alcohol by undergraduates. In a resolution adopted unanimously by the fraternity movement's leaders at their annual meeting, the NIC "strongly" encouraged "its member fraternities to pursue alcohol-free chapter facilities, especially at campuses where the host institutions commit themselves to support such an initiative, or other programs designed to address the misuse of alcohol...." Last year, several major international fraternities announced programs to ban alcoholic beverages from their facilities. Last week, another international fraternity, Phi Kappa Sigma, announced all its facilities will be alcohol-free by July 1,2000. Phi Kappa Sigma has 69 chapters and colonies and 2,500 undergraduate members. Commenting on the NIC resolution, Dr. Idris R. Traylor, NIC president and executive director of the Office of International Affairs at Texas Tech University, said, "Our NIC member fraternities consider it a matter of paramount importance to eliminate binge drinking and other forms of alcohol misuse among undergraduates.' The NIC urged its member fraternities to recommit themselves to their core mission of encouraging scholarship, building leadership skills, developing friendships, and providing community service. The NIC resolution followed close on the heels of a similar stand taken by the National Panhellenic Conference (NPC). The NPC leaders have urged their collegiate chapters to co-host nonalcoholic events with men's fraternity chapters that have adopted a policy of substance-free housing. The NPC represents 26 women's fraternities and sororities with more than 300,000 undergraduate members in 2,920 chapters on 620 campuses. The women's fraternities and sororities have long banned the presence or consumption of alcoholic [Around The State | Lt. Gov. "The misuse of alcohol by college students is at an extremely serious level that detracts from the mission of higher education and does damage to the students themselves," according to the NIC resolution. "A college living environment that is free of alcohol can be cleaner, safer and more conducive to learning and healthy personal development... as has been demonstrated by a growing number of fraternity chapter facilities...." Phi Delta Theta, Sigma Nu and Phi Gamma Delta all started programs in 1997 to remove alcohol from all their facilities by July 1, 2000. Together, they have more than 520 chapters with 19,000 undergraduate members in the United States and Canada. Another fraternity, FarmHouse, already banned alcohol from Its 27 chapters, in which it has more than 1,300 undergraduate members. The NIC resolution also said that "problems such as the misuse of alcohol that involve the entire campus community can be addressed successfully only with the commitment of the colleges and universities and surrounding communities to recognize and address these problems...." The Higher Education Center for Alcohol and Other Drug Prevention last year recommended that university presidents be "vocal, visible, and visionary" in supporting alcohol and other drug-abuse prevention. At the NIC annual meeting, which took place in San Francisco in early December, the NIC also established an Alcohol Advisory Committee to seek "cooperation, support, staff involvement and resource commitment from institutions of higher education." The NIC is the international association of 66 men's college fraternities. Founded in 1909, NIC has its headquarters in Indianapolis, IN. NIC member fraternities have 400,000 student members (and more than five million alumni worldwide) in 5,500 chapters on 800 campuses in the United States and Canada. by Office of the Lt. Governor Raleigh — Looking to strengthen North Carolina's drunk driving laws, which are among the toughest in the nation, Lieutenant Governor Dennis A.Wicker has announced that the Governor's Task Force on Driving While Impaired will reconvene next month. Wicker wants the Task Force to put together new proposals to curb drunk driving for consideration during the upcoming 1998 short legislative session. "We are making great progress in the battle to stop drunk driving. Look at what happened this past holiday season: DWI arrests dropped 42%. I want us to build upon that progress. There is more to be done, and the Task Force is one of the best resources we have to move to the next step," said Lieutenant Governor Wicker. The 35 member Task Force, which was established by Executive Order in 1995, produced a variety of tough drunk driving laws, including zero tolerance for underage drivers, strengthening the open container law, and giving judges more authority to utilize technology in sentencing such as ignition interlock devices. Wicker said, "some of the goals I will propose for the Task Force are looking at how we can speed up the judicial process between arrest and trial and reduce the DWI case backlog that exists in so many of our courts across the state. I want us to toughen the DWI standard for holders of commercial drivers licenses. And, of course, I am anxious to hear ideas from Task Force members." The makeup of the Task Force includes representatives from law enforcement, the courts, victims groups, restaurants and the alcohol industry.
