Dear Sir:- I was not surprised to hear through vo'ur letter of the 27th that the Speaker had peremtorially refused recognition at this session for the consideration 01 the Appalachian Forest Reserve bill. Our bill has several earnes friends on the Committee on Agriculture, and the Chairman of that Crmmittee, Hon. J.- W. ftatisworth, has promised me that as soon as the annual appropriation bill of his committee is out of the way he will set a time for a hearing by his committee of the arguments in favor of the proposed park. The attitude of the Speaker will prevent final action at this term, but the aggitation of the subject widal steadily strengthen it with cur friends in all parts of the country. I have had frequent conferences with members from the North West who are anxious to secure an appropriation for the irrigation of lands, ana they agree wxtn me in the contention that if tea government can build dams to keep the rainfall in reservoirs made of stone, it can just as logically appropriate money to keep the rainfall in the leaves of the trees. Prof. Holmes has suggested that the Friends of this measure should get together, either at a banquets or on some other suitable occasion and agree upon a line of action. This plan would of course require, not only a considerable outlay of money, but intelligent and careful prep- eration as well. But we might as well recognize the fact that no pro-
