Sams The elections for the president and vice president of WCU's Student Government Association were held Wednesday, March 25, with only one candidate each for president and vice president. Although results of the election will be announced Wednesday night, April 1, after this issue of the Carolinian is printed, some are questioning the election's validity. At issue are eligibility requirements and handling of election announcements. According to statements made on WWCU Tuesday, March 24, by outgoing president, Joe Monroe II, SGA elections are governed by provisions in the SGA Constitution, which he said was available on SGA's Webpage. Article IV, Section 2, of the Web version of the SGA constitution requires candidates for president and vice president to have QPRs of 2.0. The same document requires prior SGA service for vice president candidates but does not require SGA service to run for president. However, SGA placed an ad in the March 4 issue of the Carolinian with a different set of eligibility requirements. The ad said candidates needed a QPR of 2.5, not 2.0, as stated in the SGA Constitution. That ad also said one semester as a member of the SGA Senate was required for candi dates seeking election as SGA president. When asked about the apparent conflict, Monroe said he thought qualifications had been changed during the administration of his predecessor, Andrew Brock. Brock, in a telephone interview with the Carolinian, denied that such changes had been made during his term. Questioned about Brock's response, Monroe said he thought the eligibility requirements had been changed by a recent SGA resolution, but he could not identify it. However, Article VIII, Section 1, of the SGA Constitution sets forth procedures for amending the SGA Constitution. "Amendments to the Constitution shall be proposed in the Student Senate and approved by two-thirds (2/3) vote of Senators present. An amendment shall become effective upon ratification by a majority of Trustees or by the Chancellor of the University on behalf of the Board of Trustees all amendments shall be attached to this constitution as separate amendments along with their ratification date." It would seem that an SGA resolution is not a valid means for amending the SGA Constitution. When SGA was unable to provide a copy of the resolution referred to by Monroe, Robert Caruso, the vice chancellor for Student Development, gave the Carolinian a copy of S.R. 1878, "A Resolution of the Student Senate of Western Editorial NO! by Terry K. Roberts It's really, really sad. It make me want to shout at top of my lungs, "What in the hell were you thinking?" Who's making up the rules around here? We already have a rule book, the SGA constitution. For those of you who are in the dark—-say, you political science, history, and industrial technology majors, ninety nine percent of those who attend this university—the SGA constitution was passed in 1969 by the Board of Trustees, the chancellor and a majority of the student population, thereby "recognizing that government should strive to serve its citizens by protecting their rights, filling their needs, promoting their interests, and representing their feelings; and that all authority exercised by a government should be derived from its citizens white being reflective of the broader society in which that government exist..." The student body has mandated structure and the majority approved. On February 25, 1998, the constitutional structure was violated when the SGA proposed a resolution to "up" the QPR requirement from 2.0 to 2.5 for those running for president and vice president. However, the SGA constitution clearly states that any amendment must be approved by the two thirds of the senate present. It becomes effective only when "ratified by a majority of Trustees or by the Chancellor on behalf of the Board of Trustees." Monroe stated in his "to be eligible to run for SGA president or vice president" declaration that a candidate must have the 2.5. This a fabrication, according to the constitution. The Monroe decree also stated that to be a candidate for either of these offices, one must have "been a part of SGA for at least one semester." This is correct for one running for the office of vice president. However, according to the SGA constitution, Article 4, Section 2, a candidate for NO!, CONTINUED ON PAGE 13 Carolina University," which described itself as "Being an act to increase Western Carolina University's Student Government Association's standards concerning qualification of persons seeking the offices of SGA President and SGA Vice President." The resolution, sponsored by President Monroe, raised the QPR from 2.0 to 2.5. • The copy of Resolution .1878 provided by Student Development indicates that it was introduced and passed on February 25,1998. No vote is recorded on the resolution. No signatures appear, although blanks are provided for the signatures of the Senate President, the Student Government President, and the Vice Chancellor for Student Development. According to SGA, 13 applications were picked up at the SGA office for the position of president of SGA, but only one was returned. O. J. Morris, current SGA vice president, submitted the lone application for the presidential race and was the only candidate in the election. Dave Cowans was the only candidate for vice president on the ballot. Morris was asked if he had anything to say concerning the elections in general or the validity of the elections. "No, I don't," Morris responded. One final note. The Carolinian has learned, from an official source involved in the elections, that Bugs Bunny and Luke Sky walker gathered votes as write-in candidates.
