  • October 19,1995 Western Carolinian 13 News Hungarian Delegation To Study Local Government At WCU by Sean Cunningham Contributing Writer Six local government officials from Hungary are visiting Western Carolina University to learn how to better manage government at the local level and promote economic development in their home region. The Hungarians are participating in a training program coordinated by the staff of WCU's Center for Improving Mountain Living. CIML was chosen to carry out the •raining program by the U.S. Agency for International Development, in combination with the Partners for International Educa- ('on and Training, the implementing agency 'nWashington, D.C. "The training is centered around the lss"e of strategic decision making in an uncertain environment, a problem that faces local government officials in Western North Carolina - in the Hungarians' home region of Komarom-Esztergom, and around the world," said CIML director Robert Gurevich, who coordinated the program design. The perspective that "strategic" decision-making and planning can be harmonious with participatory and decentralized government is particularly critical as an alternative to the viewpoint that dominated the previous 40 years of government in Eastern Europe -"that planning was synonymous with centralized, top-down administration," Gurevich said. The program includes field visits at numerous regional economic development and governmental agencies, including the Land of Sky Regional Council, HandMade in America, the Asheville city manager's office and governor's Western Regional Office, and the Asheville Area Chamber of Commerce. The Hungarian contingent is also meeting with WCU faculty and students, participating in cultural events such as WCU's Homecoming weekend, and will visit regional tourist attractions. The training includes the participation of numerous WCU faculty members and Chancellor John W. Bardo. The technical training team is led by John Adams, director of WCU's master of project management program and field visits will be organized by Timothy Richards, director of the U.S. Economic Development Administration University Center at CIML. The Hungarian group includes Janos Csige, managing director of the Komarom - Esztergom Local Enterprise Agency; Laszlo Konozsy, mayor of Esztergom; Gyorgy Kovacs, president of the Komarom- Esztergom County Council; Gyula mayor of Komarom; Jozsef Miskolczi, mayor of Nyergesujfalu; and Antal Szekely, mayor of Oraszlany. No Charges Filed In Sexual Assault Incident by Kelly Donaldson Contributing Writer On Thursday, September 14, a sexual assualt occurred at the Pi Kappa Alpha House. It was reported to Public Safety on Sunday, September 17, by the female victim. The incident occurred off-campus therefore, it was referred to the Jackson County Sheriffs Department. The victim decided not to press charges. Gene MacAbee, Director of Public Safety said, "The incident occurred late Thursday, early Friday morning. A girl and a male friend, whom I believed not to be dating were at the Sigma Chi house. The male friend was a member of the Pi Kappa Alpha fraternity. At some point in the evening, the two walked back to the Pi Kappa Alpha house, where the incident took place." MacAbee said they learned of the incident on Sunday, at 12:10 a.m. It was referred to the Jackson County Sheriffs Department later that day, and an investigation into the case occurred late Sunday night and on Monday, September 18. MacAbee said that "Western Carolina's Public Safety Department helped the Sheriffs Department with the investigative duty of contacting witnesses." Jackson County Sheriff's Department Deputy Tammy Wheatley said,"There were no charges filed, and the case was closed." MacAbee said that most cases of this nature end with no charges being filed. In his 9 years here at Western, only 2 sexual assault cases have been prosecuted..
