Parking problems By Jim Wrinn Staff Writer "Cars, cars everywhere and not a place to park" is the way it seems some days when you arrive by auto at WCU. Most days like that you are late for class, it is raining, and the old stadium parking lot looks like the Dismal Swamp. It is enough to make u body curse whoever planned—if they planned—Western's parking. Surprisingly, "They" did indeed plan campus parking; the plural pronoun is used because there is no one plan or person dictating parking on his own, but rather a chain with the main connecting link in that chain being Dr. C.J. Carter, Vice-Chancellor for Business Affairs. Dr. Carter, of course, is on the financial end of parking. He explained the other two chain links responsible for working out WCU parking: "First, there is the Traffic iV Security Committee, composed of faculty, students, and members of the administration. Then, the university has live Year Plans' for physical improvements to take place on campus, and one section is devoted to parking." There is a close coordination in planning between Dr. Carter's office and the Traffic & Security Committee, but the latter is an independent body of the first, while still receiving input from Pritchard Smith, Caller's representative on the committee. Basically, the Traffic & Security Committee relies heavily on surveys of parking utilization and observations by campus policemen in making its recommendations which no to the Chancellor's office for action. The Traffic & Security Committee's reports to Dr. Robinson co> et two main areas: traffic and parking rules and regulations, and assignment ol spaces, and additionally, like Si Traffic Court, the Traffic & Securitv ( ommittee serves as the appeal body for faculty and administration members who receive tickets. Whereas Dr. Carter's office plays a relativley passive but supportive role in the Traffic & Security Committee's workings. Five Year Plans arc different; they come from studies made by Dr. Carter's office, and from professional architectural and landscaping planners' recommendations. For example, just recently Dr. Carter was given a proposal (which he likes), from already contracted landscapers. that will set the number of parking spaces to be retained in the old stadium lot at about eighty-five—that is. after completion of the library extension. "That (the closing of the old stadium parking lot) is our most immediate concern." said Dr. Carter. He went on to explain that the nearby Baptist Church parking lot will be able to handle the cars usually behind the Stillwell building today. "There will be a greater competition for spaces, of course." Dr. Carter related in reference to the church parking lot being "out of the way." "It is a better deal than when I was at | ■ college in Florida," Carter quickly added. "We had to drive to the edge of the school and catch a bus from there into the campus!'' There are. obviously. BO buses on Dr. Carter's mind for WCU, but he does plan to improve residence parking in the Harrill-Albright area with a new parking lot as soon as possible. "That's still in the planning stage, though." stated Carter, "but there is an effort going on to buy some land there for a residence lot." For commuters. Dr. Carter anticipates ■ possible rezoning this summer of some spaces "from yellow to white stripes." In the mean time, commuters "pooling-it" with WCU parking stickers labeling them as such will continue to enjoy "choice parking" (as Dr. Carter calls it) behind the Wachovia Bank building. Otherwise, there is nothing new in the works, or any mum reason to expect anything radically new in the future for WCU parking- such as a parking garage. Said Dr. Carter of such an idea. "That would be a few hundred vs. several thousand dollars and rather foolish considering all the land we have available on campus." Iacii with "all the land available on campus" for parking lots, Dr. Carter di>es not expect to end up some day with a parking situation to please everyone. "It's impossible." and naturally so, realizes Dr. Carter, since the Traffic & Security Committee, the Five Year Plans, and himself are not starting from scratch with a new university laid out before them, ready for parking lots. With that handicap in mind, parking at WCU is not too bad at all, and definitely not haphazardly put together. After all, the WCU parking trio have things in hand, if not already in gear.
