  • Page 20/THE WESTERN CAROLINIAN/January 17, 1980 Carter picks Cotton for agricultural board WASHINGTON-Dr. H. F. Robinson, chancellor of WCU, has been named by President Carter to a three-year term on the Board for International Food and Agricultural Development (BIFAD). The board was created in 1975 under Title XII of the Foreign Assistance Act to expand the role of U.S. agricultural and other colleges and universities in helping developing countries solve critical food and nutrition problems. The board works closely with the U.S. Agency for International Development (AID) and two jointly- appointed subordinate committees to use the expertise and technology of land-and-sea-grant colleges and universities, and other eligible higher education institutions, to stimulate food production in developing nations. Robinson has been a member of one of the subordinate committees, the Joint Committee on Agricultural Development (JCAD), since it was created in 1977. The new appointment, announced by the White House Saturday through the office of Congressman Lamar Gudger D-NC, elevates Robinson from the 20-member committee to the seven-member board. "Dr. Robinson will bring to the board many, many years of professional experience in the field of genetic improvement of crops, both domestic and international," said Dr. Woods Thomas, outgoing executive director of BIFAD and director of international programs in agriculture and director of international education and research as Purdue University. "He is a capable and leading scientist, research administrator and educator in both land-grant and state universities," said Thomas. "While at N.C. State University, Dr. Robinson was involved in that university's many .international activities in agriculture. As provost at Purdue, he was' involved in that university's international administrative and research programs not only in agricultural sciences, but also in several other schools of the university." Thomas said Robinson's world food study for President Johnson gave him "a broad perspective in relation to the developing countries in agriculture and rural development," and his JCAD membership provided him with "a real insight into the day-to-day operational activities of the board." Members of the board are charged by the 1975 legislation with a broad set of responsiblities and duties involving participation with AID in the development, implementation and management of a major segment of the U.S. bilateral foreign assistance program. These duties and responsibilities encompass policies and programs concerned with research as well as technical and related capital assistance activities in food production, human nutrition and agricultural development. Under a previous White House appointment by President Johnson, Robinson was executive director in 1966-67 of the President's Science Advisory Committee Panel on the World Food Supply. The PSAC Panel report is regarded as a landmark study. He was a member of the World Food and Nutrition Study of the National Academy of Sciences in 1976-77 and is chairman of the Committee on Agriculture, Renewable Resources, and Rural Development of the American Association of State Colleges and Universities. In the latter capacity, Robinson was a member of a , team of U.S. college presidents on a mission studying higher education in Cuba in 1978. Robinson is a member of the Joint Council on Food and Agricultural Sciences advising the Secretary of Agriculture on national policies for agricultural research, extension and teaching. Robinson's appointment by the President has the endorsement of numerous agricultural and educational leaders. Although he was named to BIFAD as a general representative of the higher education sector, Robinson was recommended to the President in a resolution unanimously adopted by the 333 institutions making up the American Association of State Colleges and Universities. His appointment also had received the backing of Dr. Wallace Hyde of Asheville, a prominent leader in state Democratic circles and a major Southern fund-raiser for President Carter. The board Robinson will be seated on includes some of the nation's top scientific figures in agriculture arM nutrition. It is headed by Dr. Clifford R. Wharton Jr. as chairman, president of the State University of New York. Since 1976, when the first board was constituted, the BIFAD program has grown to the magnitude of $338 million for fiscal year 1980, extending assistance to developing lands through 54 major projects. Robinson has been chancellor of WCU since 1974. Previously, he was provost of Purdue University, vice chancellor of the University System of Georgia and in a 23-year career at N.C. State was administrative dean for research, director of the Institute of Biological Sciences and assistant director of the Agricultural Experiment Station, head of the Department of Genetics, and a member of the Department of Experimental Statistics. A native of Bandana in Mitchell County, he earned bachelor's and master's degrees in plant breeding at N.C state and his Ph. D. in genetics and plant breeding at the University of Nebraska. The Thundering Herd figures to be the only team capable of catching Furman in the regular season race. V.M.I, is the surprise team in the conference to date. The Keydets were picked to occupy the ninth place spot this season, but have already posted three conference wins on the road in knocking off Marshall, Davidson and UT-Chattanooga. The Cats will be looking for the support of a strong and vocal home crowd to get the team back on the winning track in conference play. Win, lose, or draw the home stand should be a stiff, but important test for the voung Cats.
