  • Western Carolinian Vol. XLV No. 19 Voice of the Students April 21, 1981 Jim Buchanan Nomad Under Way The production of this year's" Nomad has finally gotten underway as the Student Development Office has provided additional funds after a mistake in last year's handling of funds. According to Dr. Glenn Stillion, Vice- Chancellor of Student Development, the bill for last year's Nomad arrived after July 31st or the end of the fiscal year. Although funds had been available prior to this date, the money had been transferred out of the Nomad's account as it is transferred from all student accounts at the end of the fiscal year. Thus, although the Nomad had initially been allocated SGA funds for this year, this year's budget was depleted in order to take care of this late bill, and until approximately two weeks ago there was not going to be a Nomad because of this budgetary error on the part of last year's staff. However, Student Development was able to come up with $1300 to take care of printing costs. Vice-Chancellor Stillion stated that the office was glad to help the magazine staff out, but that they hoped that this year's staff and future staffs will be better able to manage their funds and eliminate budgetary errors than last year's. According to Nomad Editor Anne Stump, WCU's Print Shop is now typesetting the codv and the magazines should be cir- pulated the first week in May. She stated that the Nomad should approximate the nlanned 48 pages, but the circulation will be rut back from 1000 copies to 600 because of JhP funding problems. The format will remain basicafiy the same as last year's. Buchanan Takes Helm "I'm hoping to get all our equipment in and get the paper rolling again. We've got the talent and we've got the people," said Jim Buchanan, the Editor-elect of the Western Carolinian. Buchanan defeated current Associate-Editor Toni Saddler by a 271-179 vote in the April 15 elections. Buchanan's campaign platform capitalized on the idea that "There's news in Cullowhee — believe it or not!" A veteran staff writer of three semesters, Buchanan has covered news ranging from "politics to sports." One of Buchanan's major campaign promises is to "make the paper more interesting; (and) more responsive to the students." To foster student involvement Buchanan wants to make surveys a regular feature of the Carolinian, and he plans to provide collection boxes at various points on campus. The SGA Storm Rages On As an exclamation point to last week's strange twists and turns in the vice- presidential election, the student senate, in a 10 to 4 decision chose Monday, April 13, not to accept the results of the controversial race. In doing so, it blocked vice-presidentelect Lee Cheek from taking office until a court ruling can be made, while at the same time it allowed Gary Long the presidency. The first sign of discontent with the election came after Elections Commission Chairman Robert Allen gave his report. After relating to the senate the scenario of vice-presidential candidate Todd Mason's disqualification, Senator James Armstrong, a Mason supporter, asked that the assembly be allowed to vote on the report at that time "in case the vice-president might not be able to take office." Armstrong was joined by Senator Scott Craig, who claimed that the "decisive vote" Mason received should be taken into account in approving the election, and that because there had been in effect a one man race, the election was undemocratic. A motion was made and passed not to accept the Election Commission's report, an act which prompted SGA Vice-President Bill Lauten to state, "I'd like to explain . . . you've just done something unconstitutional." Following the subsequent debate — which included the topic of new elections — the senate reversed its earlier decision and chose to approve the presidential results only. Because of the ambiguities of the constitutionality of the senate's action, Vice- President Lauten called for a special session Tuesday when further information could be gathered. At that meeting SGA President Mark Williams instructed the senate that they were within their rights in not accepting the vice-presidential election. Vice-Chancellor for Student Development Glenn Stillion told the special senate session that what they were doing was "bigger than those of you who sit here today. ' "You," Stillion said, "supposedly represent the best of WCU students. Hopefully within reasonable credibility ... that you don't appear as a 'banana republic' regarding fair play."'Stillion also admonished the gathering to "take your action seriously" and, he added, "Remember, SGA's credibility is at stake. Stillion, countering charges of an unfair election, further stated that in his opinion the elections were democratic because "everyone could file, however, one couldn't qualify." Senator Armstrong said that the senate's vote to reject the election was based on the student body's "feeling." Stillion, however, questioned nis remark noting, "If an election turns out differently from what is wanted, can you simply take over and start again?" Senate Advisor William Latimer addressed the body as well, stating that even with its errors the election had been bonafied and the group was "making a mockery of the election and the democratic process." "Additionally," stated Latimer, "there will be a dark cloud haging over SGA the rest of the year if your uphold your decision." Efforts to propose a motion to accept the vice-presidential election returns were rejected. Lee Cheek may file an appeal of the decision within 10 days of last Monday's decision. At that time, the Superior Court would have jurisdiction of the case. Wednesday's Election Results Last Wednesday Spring Elections for organizational offices were held in the University Center.
