THURSDAY FEBRUARY 6, 1975 > THE WESTERN CAROLINIAN Page 3 Insurance discussed The joint House-Senate Committee on Insurance of the North Carolina General Assembly met yesterday in Raleigh to discuss proposed changes in the state's insurance regulations. The proposed changes came from John Ingram. N.C. Insur ance Commissioner. The proposed bill would prevent insurance companies from charging different rates to subscribers based on sex or age standards. The bill provides that insurance rates will be determined by the driving record Cafeteria to observe Food Day, Feb. 19 WCU student rests from either a hard day studying or the usual Cullowhee atmosphere, (photo by Steve Cook). Many colleges across the nation are planning to observe World Food Day scheduled for February 19. The effort is intended to raise money for hunger relief in famine stricken countries throughout the world. Locally, Stedman Mitchell, director of food services here has agreed to cooperate with plans for a 24-hour fast that day. Students may turn in their meal tickets by the evening before, leave them there for 24 hours, and have the initial cost of the day's meals sent to CARE for relief in starving countries* Furthermore, campus organizations and area merchants will be asked to make contributions to be added to the fund. Several lectures are scheduled to present facts and insights into the problem on World Food Day. Those with bad records will be assessed heavier fees. Currently, single male drivers under 25 must pay a much higher insurance premiums than others. Among supporters of the bill who spoke to the committee was Roland Johnson, student body vice president, Johnson read a student senate resolution supporting Ingram's plan. What could album r*view.............by Rich Hall Dylan's Blood on the Tracks' Some say Bob Dylan's days as a singer-songwriter are over, that he has sold out to the media- establishment, that his songs are mundane, tolerable anthems of his marriage or rehashed ballads. I have never doubted Dylan's gentility, but to those cynics Blood on the Tracks will redeem Dylan's stature. He has departed from conuptial tributes and laymen's love songs and has presented a small handful of artistic gems resembling a gallery of intricate but beautiful miniature paintings. The album overall is atmospheric and uplifting. The closing songs on either side, "You're Gonna Make Me Lonesome When You Go" and "Buckets of Rain" are extremely pleasant entrees, despite what the titles suggest. Dylan's voice, adds much to the atmosphere. It has over the years, evolved from an existentialist snarl to that of the contented crooner. The most intriguing piece is the nine minute narrative, "Lily, Rosemary and the Jack of Hearts" a ballad idealistically comparable to "Frankie and Johnnie." Dylan has painted a wonderful picture of casino skullduggery in this turn-of-the-cen- tury tale. It has a marvelous air of fugitiveness, allusive imagery and ellipsis™. The Jack of Hearts, to Wine-' each stanza refers, remains as a mysterious, heroic figure. "Simple Twist of Fale" is another tune brimming with imagery. It produces an air of urban abandonment, of old hotel rooms, of disfigurement, and it leaves the listener feeling as elusive as the song itself. Two other songs are well worth mentioning. "You're a Big Girl Now" and "Shelter from the Storm" are viscerally beautiful compositions that suggest a comfortable but melancholy adjustment to the lifestyle of the 70s. "If you see her say hello," a requiem to love lost, is listenable though it is simplistic for Dylan and unemotional. Of the thre remaining songs, one is blatantly biographical, one atmnillllllllllllllllllllllllllllllll resembles last-minute-thrown-to- gether filler, and the last is a near disaster. Instrumentation for the album is pleasantly simple featuring not The Band, but Eric Wiessberg and Deliverance with some fine studio musicians. In summary, Blood on the Tracks is a marvelous and satisfying gathering of melodic paintings that combine to form a beautiful but-as always-puzzling motif. LE please her more? The Western Carolinian is Western Carolina University's student-run newspaper. The paper was published as the Cullowhee Yodel from 1924 to 1931 before changing its name to The Western Carolinian in 1933.
