Itong huli, ay ginawa munang isang "Bukas na Siyudad" ang Maynila, at pagkatapos ay tumakas at nagtago sa mga bulubundukin ng Bataan. Ang Hukbong Hapones ay pumasok sa Maynila noong ika 2 ng Enero na hindi man lamang nagaksaya kahit isang putok. Ang layunin ng Hukbong Hapones sa digmaang ito ay lupigin ang Hukbong Ingles-Amerikano, at maghandog ng tulong sa kanyang mga kapatid na bansa sa Dulong Silangan na tulad ng Pilipinas. Nais naming tumulong sa muling pagtatatag ng Bagong Pilipinas. Hangad naming muling ma- panumbalik ang kapayapaan at kaayusan sa Kapuluan sa lalong madaling panahon, upang sa gayon ay mailigtas ang mga mamamayan sa mga paghihirap na bunga ng digmaan. Pagkatapos na magsitakas sila Quezon, Osmena at mga kasama, isang heneral ng Hukbong Imperial na siyang pumasok sa Maynila, ay hindi nagaksaya ng panahon at nagtatag ng pamahalaan. Si G. Jorge Vargas ang nahirang na Puno ng Komisyong Tagapagpaganap, at sa ma- kasaysayang ika 26 ng Enero, ang Bagong Pilipinas ay sumilang. TO the intrepid Japanese Forces, the USAFFE was nothing. They hemmed themselves in the terrain of Bataan after declaring Manila as an Open City. Our Forces entered Manila on January 2. The Japanese objective is to defeat the Anglo-American Forces but to the Philippines itself, as a member of the Far East, we extended helping hands. We want to restore peace and order in the Islands as soon as possible and thus save the people from the ravages of war and then rebuild the New Philippines. During the interregnum after Quezon, Osmena and others having fled, a general of the Imperial Army who entered Manila lost no time in bui'ding the Government. Mr. Jorge B. Vargas was chosen as the Chairman of the Administration. On the historical date of January 26, the New Philippines was born.

This edition of Japanese propaganda magazine, “Shin Seiki” (text in Tagalog and English), published by the Department of Information, was brought back to America by Carr and Ruth Hooper who were interned at Santo Tomas Internment Camp in Manila, Philippines from January 1942 to February 1945. Hand-written notes made by Carr refer to several photos and captions. The camp, also known as the Manila Internment Camp, was run by the Japanese military during World War II and housed over 3,000 internees from January 1942 until February 1945.
