2 1 the forest: Provided, That no wood or timber shall be sold 2 otherwise than by public auction, except to actual settlers, and 3 in no case at less than the appraised value thereof: And pro- 4 vided further, That the proceeds of such sale shall be covered 5 into the Treasury of the United States. 6 Sec. 3. That the sum of five million dollars, or as much 7 thereof as may be required, is hereby appropriated for the 8 purchase of lands for a national forest reserve, as hereinbefore 9 specified, said reserve to be known as the Southern Appa- 10 lachian Forest Reserve; and said five million dollars shall be 11 available until the expiration of the fiscal year nineteen hun- 12 dred and ten-nine teen hundred and eleven, unless sooner 13 expended.

Description

Early on, the Appalachian National Park Association met with legislative success. In 1900, a bill passed authorizing funds to investigate the possibility of a national park in the eastern U.S. and, in December 1901, Congress introduced a bill to purchase land. While the Appalachian National Park Association initially argued for a national park, it used the terms “national park” and “forest reserve” somewhat interchangeably. As the bill made its way through Congress, funds were earmarked for a “forest reserve” rather than a “national park.” Unfortunately, when a separate bill was re-introduced in 1902, Congress was not able to reconcile the two bills and they failed.
