2 1 wood and timber as may be removed without injury to the 2 forest: Provided, That no wood or timber shall be sold other- 3 wise than by public auction, except to actual settlers, and in 4 no case at less than the appraised value thereof: And pro- 5 vided further, That the proceeds of such sale shall be covered 6 into the Treasury of the United States after defraying all ex- 7 penses for the care, maintenance, and improvement of the 8 same. 9 Sec. 3. That the sum of ten million dollars, or as much 10 thereof as may be required, is hereby appropriated for the 11 purchase of lands for a national park and forest reserve, as 12 hereinbefore specified, said reserve to be known as the "Mc- 13 Kinley National Park and Forest Reserve;" and said ten 14 million dollars shall be available until the expiration of the 15 fiscal year nineteen hundred and ten and nineteen hundred 16 and eleven unless sooner expended.

Walter Preston Brownlow (1851-1910) was a politician who represented Tennessee in the U.S. House of Representatives. In December 1901, Brownlow submitted a bill to purchase lands for the “National Park and Forest Reserve,” naming it for then-President McKinley. Working closely with the Appalachian National Park Association, North Carolina Senator Jeter Connelly Pritchard (1857-1921) had earlier introduced a separate bill in the Senate. Unfortunately, Congress was not able to reconcile the two bills and they failed.
