  • 174 SOUTHERN APPALACHIAN REGION. chase or by condemnation, with adequate compensation except as he-e- inafter provided, of such lands in western North Carolina as in the opinion of the Federal Government may be needed for the establishment of such a national forest reserve in that region: Provided, That the State of North Carolina shall retain a concurrent jurisdiction with the United States in and over such lands so far that civil process in all cases and such criminal process as may issue under the authority of the State of North Carolina against any person charged with the commission of any crime without or within said jurisdiction may be executed thereon in like manner as if this act had not been passed. Sec. 2. That power is hereby conferred upon Congress to pass such laws as it may deem necessary to the acquisition as hereinafter provided for incorporation in said national forest reserve such forest- covered hinds lying in western North Carolina as in the opinion of the Federal Government may be needed for this purpose: Provided, That tis much as 200 acres of any tract of land occupied as a home by bona tide residents in this State at the date of the ratification of this act shall he exempt from the provisions of this section. Sec. 3. Power is hereby^ conferred upon Congress to pass such laws and to make or provide for the making of such rules and regulations of both civil and criminal nature, and provide punishment therefor, as in its judgment may be deemed necessary for the management, control, and protection of sm-h lands as may be from time to time acquired by the United States under the provisions of this act. Sec. -4. This act shall be in force from and after its ratification. In the genera] assembly, read three times, and ratified this the 18th day of January, A. D. 1901. W. D. A RESOLUTION favoring the establishment of a national foreet reserve in the Southern Appalachian Mountain region. Resolved by the house of representatives, the senate concurring: The general assembly of Tennessee hereby expresses its approval of the movement looking to the establishment by the Federal Government of an extensive national forest reserve in the Southern Appalachian Mountain region as a wise and beneficent measure, such as many other nations have already adopted, and which this country has already- adopted in the West and should adopt in the East before it is too late, looking to the conservation of its forests and the protection of the sources of important streams; and
