E, UNITED STATES DEPARTMENT OF THE INTERIOR NATIONAL PARK SERVICE Great Smoky Mountains National Park Gatlinburg, Tennessee September 8, 1936. CONFIDENTIAL MEMORANDUM TO ALL CONCERNED: Re traffic control during the visit of tbs President to the Great Smoky Mountains National Park. September 9, 1936. The following regulations for the control of traffic on the above date have been ordered by the Chief of the White House Secret Service and must be complied with by all concerned: TENNESSEE DIVISION 1. At 8 A.M. Central Time the Newfound Gap highway will be closed to all traffic at the Fighting Creek checking station. Upbound traffic arriving at this point after this time will be directed to suitable parking areas in the adjacent ball field and temporary public camp ground. 2. Simultaneously with the closing of the road at the checking station, a member of the Tennessee State Highway Patrol, previously stationed at Newfound Gap, will start down the mountain clearing the road of all down bound traffic by directing all cars to proceed ahead of him to the parking areas beyond the checking station. At the same time another member of the Tennessee Patrol will leave the checking station for Newfound Gap clearing the road by directing all upbound traffic to proceed ahead of him to Newfound Gap where they will be permitted to park until after the departure of the President for North Carolina. State Patrolmen leaving Newfound Gap should advise all those parked there that they must move at that time or remain parked until sometime after noon, Central Standard Time. Disabled cars, if any, will be required to park off the pavement until after the passage of the President's party. 3. At the time the Newfound Gap highway is closed, CCC foremen or competent CCC enrollees will be stationed at the following points on the Newfound Gap highway: 1. At the entrance to NP-2, Sugarlands. 2. At the exit from NP-2, Sugarlands. 3. At the entrance to Bureau of Roads construction camp. 4. Cameron's Camp. 5. At the old bridge next to the bridge under construction adjacent to the Chimney Camp Grounds.

This confidential memorandum provides instructions to deal with traffic during the dedication of the Great Smoky Mountains National Park. The dedication took place on Labor Day, September 2, 1940. A crowd of 10,000 came to Newfound Gap to hear President Franklin D. Roosevelt speak. Five hundred members of the Civilian Conservation Corps were on hand to direct and manage the crowd. A podium was set up on the North Carolina and Tennessee state lines, so that speakers stood with one foot in each state. The event was presided over by the Secretary of the Interior, Harold Ickes.
