Y February 13, 1948 Mr. Charles Ray Waynesville, North Carolina Dear Mr. Ray: After the long delay in trying to get all parties concerned together on the question of turning over the Kephart effects to the Smoky Mountains National Park, I am ready now to say that those in charge of these effects are willing to commit them to the Park on a conditional basis. We feel that it would be fair all the way round to say that we are lending the material to the Park Museum with the understanding that it will become the permanent property of the Museum as soon as those who have these effects in their charge are satisfied with the permanent arrangements. I assure you that we are sincerely interested in seeing the Park own the Kephart collection, but we are also just as interested in seeing that the Park set up proper conditions to take them as its permanent heritage. With this understanding, we should be glad to have the proper officials come for them at any time that is suitable for them, but should like to have sufficient notice ahead of time to get them as nearly in order as possible. As you may know, our own facilities for taking care of them at the present are not at all good, and we accepted them at the college from the Administrator of Mr. Kephart with his full knowledge that we would be compelled to store them in a basement until our new buildings were erected.
