In this letter of June 3, 1898, Amos J. Cummings writes Horace Kephart to let him know that the War Department is opposed to his bill providing for the enlistment of a regiment of independent sharp-shooters for use in the Spanish-American War.

The bill has been referred to the Committee on Military Affairs and I understand the War Depart- ment is opposed to the measure. Under these circumstances, I do not believe it will be reported.
