Dear sir:- Your letter of the 25th regarding the bill introduced by me providing for the enlistment of one or more regiments of inde- pendent sharp-shooters, is received. The bill has been referred to the Committee on Military Affairs and I understand the War Depart- ment is opposed to the measure. Under these circumstances, I do not believe it will be reported.
