Update on Medical Marijuana Legislation Proposed in N.C. By Catherine Butterfield Staff Writer ; In April, NC House Bill 1380, titled the North Carolina Medical Marijuana Act, was introduced. This legislation, aimed at decriminalizing marijuana for medical purposes and exempts patients from prosecution, has been sitting at a standstill since April 13 after passing its first reading and being sent to the Committee on Health and the Committee on Finance. The Department of Health and Human Services would be in charge of regulation. Licenses would be required for growers and dispensers. The Journal of Pharmacology and The National Institute on Drug abuse recently published a review on marijuana after finding that no one has ever died of THC poisoning. THC. is the active ingredient in marijuana that produces results in a high. The American Medical Association (AMA) reports that. smoking cannabis makes the user hungry and that those receiving chemotherapy. can benefit from cannabis provided that they are not Sadeitoih td to other medications, Despite this, Conservative Representatives on the NC Health Committee have made it clear that the FDA needs to. provide evidence of the health benefits of medical marijuana before decisions would be made about House Bill 1380. Locally at WCU, students are continuing to establish a chapter of NORML, also known as National Clinical Organization for the Reform of Marijuana Laws, which is a group founded by WCU Senior Ben Smith. The NORML is an organization that seeks to promote. cannabis education and fight for fair legislation. Other schools in North Carolina that already have university recognized chapters of NORML are UNC Chapel Hill, UNC Pembroke, and Appalachian State. According to Smith, The current laws regarding cannabis are not only outdated, but are also ineffective. We are in a different time now. There have been millions of arrests since the 1960s for harmless crimes related to the possession of cannabis. Smoking and possessing cannabis are victimless crimes. Western Carolina students who are already national NORML members are encouraged to come to meetings this fall. Information about meetings can be found by joining the Facebook Group NORML@WCU. Students are encouraged bs faculty and staff to become involved in issues in order to impact NC legislation. Walter Turner, the Director of Student Community Ethics stated, I encourage students to become active in the political process in a civil and intellectual way so that they can impact society and our campus, regardless of how they feel about the issue. North Carolina House Bill 1380 . would make North Carolina the fourteenth state to allow medical marijuana. Michigan and New Mexico have recently passed similar legislation. NEWS Obama's Green Initiative Includes White Roofs By Brandon Schafer WC Intern United States Energy Secretary. Steven Chu has a revolutionary plan to fight global warming. If it works, Chu claims it will have the same effect as removing the worlds vehicles for 11 years. The plan? Whitewash roofs and roads. Chus proposal to paint all roofs and roads white is based on research by Arthur Rosenfeld, a former colleague from the Lawrence Berkeley National Laboratory. Environmentalists recognize that Chus statement is an exaggeration the entire world would have to paint their roofs white to have the effect of removing the. worlds. vehicles, _ According to. environmentalists, whitewashing Americas roofs and roads would be surprisingly effective; a) house with ya whitewashed or silvered roof would reflect heat and require less energy to cool. Some figures suggest a 10% to 20% decrease in a buildings electric bill. While there are many incentives to this change, ultimately We have to make a transition, Chu states. If one does this very suddenly then there would be huge disruption, he explains. Chu also warns us of expecting too much from the U.S. You need a lot of incentives, and some regulation. There is not one single policy that will save us. Chus proposal comes at a time when the Energy Department is in a strong position to back it; $38 billion of stimulus money is just waiting to be used. Furthermore, it comes at a time when other options for conservation seem exhausted. . last year, California's proposal to limit-greenhouse emissions by-40 percent morethan current guidelines received positive responses from only 12 states. A proposal that both promotes conservation and avoids entanglements with the struggling automotive industry would be a welcome change. Photo Submitted We must also recognize that the solution to global climate change must be global, said President - Obama, in his speech announcing environment and energy key personnel. Just as we work to reduce our own emissions, we must forge international solutions to ensure that every nation is doing its part. As we do so, America will lead not just atthe negotiating table we will lead, as we always have, through innovation and discovery; through hard work and the pursuit of acommon purpose, Obama said. The plan would be beneficial for the people living under whitewashed roofs, experts say. Installing white roofs ral roads is only one solution to global warming that~-the- Energy Department. is edisideHagis However, due to theisingpteity/of the plan when compared with'* other methods, America may literally become a brighter place. Obama Discusses Possible National Healthcare Plan By Tiffany Barnwell News Editor President Barack Obama, determined as ever on his top domestic priority, has been using every opportunity and tool available to pressure Congress for legislative approval. We've made a lot of progress over the last few months. Were now closer to health care reform than we ever had been before, Obama said during his hour-long question and answer session at AARP headquarters. Im confident that we can do the right thing. Obama has outlined proposals, but left it up to Congress to do most of the heavy lifting. Ultimately, his goal is to make legislation that expands coverage to 50 million people without insurance, while limiting exploding costs in the nations $2.4 trillion health care system. Though he wants the House and Senate to pass the legislation before their month-long August break, Representative Mike Ross of Arkansas, speaking for the Blue Dog Democrats on the House Energy and Commerce Committee, noted that the agreement calls for the panel to begin debating the bill later Wednesday (July 29) but for no vote by the full House until after the approaching congressional recess. _ During his teleconference arranged by AARP (Americas Association for Retired People) on Tuesday, July 28, Obama said that his goal of reform is to end waste and inefficiency in a system that provides poor value and threatens to drain the federal budget. The more we can reduce those unnecessary costs in health care, the more money we have to provide people with the necessary care. This is pretty straightforward, its pretty logical, he said. If youve got health care, the only thing we're going to do is...reform the insurance companies so they cant cheat you, Obama stated. Many Republican and Democrat opponents say that the Democratic reform plan being pressed by Obama would be too costly Illustration Courtesy of Metro Graphics and expand the governments role in health. care without providing long-term stability. Obama distinguished that the United States spends $6,000 more per person on health care annually than any other industrialized nation, yet Americans are no_ healthier. We shouldnt be paying 50 percent more, 75 percent more than other countries that are just as healthy or healthier than we are, replied Obama.
