January 19,1996 Western Carolinian 17 Human Resource •Special Edition* New Environmental Acts Before Congress There have been several new turns in the environmental movement as far as the government is concerned. Many topics such as clean water, endangered species and hazardous-waste have been discussed recently in the Congress. As far as clean water is concerned Congress is proposing to allow industry more flexibility in water pollution. The deal would be that individual industry's pollution can increase as long as overall pollution stayed the same. Also most existing wetlands would lose their federal protection. This Act has passed in the House of Representatives with no action in the Senate. Senate environment committee chairman John Chafee vows a Clean Water act reform bill will pass, but it won't be this one. Endangered species are in danger of losing regulatory control over the land where they live. Protection of endangered wildlife on private land would be the voluntary decision of the land owner; government could decide that some creatures were not worth saving. Changes in the Act are bogged down in the House. Superfund, which provides for cleanup of the worst abandoned hazardous-waste sites, is being challenged as well. The proposal would limit the number of sites which would be placed on the cleanup list. The thoroughness of the required cleanup would match to the site's future usage possibilities. Also businesses would be released from cleanup liability if their dumping was legal at the time of the act and polluters would be reimbursed moneys spent cleaning up these Superfund sites. Bills have been recently introduced in the House and Senate. These are likely to pass in 1996, although the liability and reimbursement provisions are very controversial. Information derived from the Asheville Citizen-Times Hunter Library will schedule additional Friday e»ening hours. Starting Friday, January 19, the Library will remain open until 9 p.m. on Friday wenings. The Western Carolinian is Western Carolina University's student-run newspaper. The paper was published as the Cullowhee Yodel from 1924 to 1931 before changing its name to The Western Carolinian in 1933.
