  • Page 14 THE WESTERN CAROLINIAN September 20. lu^ The MX missile US goes with $33 billion program By Mark Asa Staff Writer President Carter earlier this month gave his approval of final deployment details for the most expensive military weapon system in history; the MX missile. Because of its expense, the administration initially opposed the weapon. However, when congress and the military made it clear that the new SALT pact couldn't win congressional approval without the misile, the administration reconsidered. There will be 200 MX (Missile experiment) missiles built at a cost of approximately 33 billion dollars. The MX missiles will not only be more accurate than the present ICBMs, but will carry over three times the amount of warheads. The U.S. presently has 1,054 ICBMs in underground shelters that are capable of delivering a huge nuclear destructive force on 3,162 individual targets. So why spend so much money for 200 more missiles? The MX missile came forth from rising fear of a first strike by the Soviet Union. Because of the increasingly accurate and powerful Soviet military missile force, the Air Force calculates that if the Soviets launched an unexpected first strike, all 1,054 of the ground based missiles could be destroyed. If this happens the United States would still be able to do some damage to the Soviet Union through submarine based missiles and air launched missiles. The Soviets could literally win a nuclear war. The Soviets know exactly where every U.S. land based missile is and are capable of placing a nuclear warhead within 10 feet of each of them. What can the MX do about all of this? The Soviet Union will have to guess where the MX missile is. The 200 MX missiles will be constantly traveling in circles under 10,000 square miles of desert in Utah and Nevada. Every missile will move among 23 shelters connected by a circular roadway. Each shelter allows the launch of the missile. There will be 4,600 concrete shelters in all and the huge 190,000 pound missiles will be constantly driven over thousands of miles of underground roadway. Defense planners estimate that even if the Soviets threw all the missiles they could spare on these shelters, at least 100 of the missiles would survive. The THE CATHOUSE remaining multiple warhead missiles would be capaDie of destroying 1,000 Soviet cities. This would probably cause the Soviets to reconsider an offensive strike. The 33 billion dollar price tag of the MX results from about $6.5 billion to develop the missile and about $16 billion to build the missiles and the gaint vehicles that will transport and launch them. The remaining $10 billion will be spent on constructing the system which will involve up to 10,000 miles of roadways plus the shelters and other facilities. Also, one or two military bases will be needed to house the 12,000 personnel needed to operate the system. Even though this is a high price for American tax payers to pay, every penny of it will flow back into the U.S. economy. Hundreds of companies will be involved, and the Air Force estimates that the project could create as many as 130,000 jobs, directly and indirectly. Initial deployment is currently expected to begin in 1986, with deployment of all 200 missiles by 1989.
