Garton, librarian candidate: 'library should be agressive' Yesterday afternoon, students, staff, and faculty members gathered to get acquainted with William W. Garton, a candidate for the postion of WCU head librarian. Garton is one of five final nominees for the position who were selected from over 80 applicants. Garton is currently the director of public services and associate professor of library administration at the University of Illinois at Urbana. Garton told the informal meeting in Hunter library that "the library should be aggressive in letting the university community know what it has to offer. This can be accomplished by reaching out especially to new faculty members, to make them aware of available When asked what he tnought ot the library serving campus extensions. Garton said that such services were difficult to provide but that "the library could make more of a positive move toward cooperation." Specifically, he said that an extramural service could maintain a collection of duplicate editions which could be made available to municipal or school libraries near extensions. Garton was also asked what could be done to abate the problem of theft of library materials. Garton said that "some theft and mutilation is inevitable but there are ways to abate the problem. The most successful method is through public relations aimed at convincing the students that they really are stealing from themselves. But this is only a long term solution. In the meantime you should continue to beef up security and hang those you catch." Garton also said that lending policies might be revised to allow items to be lent for the period of time for which thev are needed. Traffic hearings scheduled The special committee studying traffic problems on campus has scheduled public hearings Tuesday . Wednesdav and Thursday (Jan. 18-20) to solicit opinions from students, faculty, and staff members. The meetings will be held in the Cherokee Room of Hinds University Center from 2 to 4 p.m. Committee chairman Pclham Thomas, professor of mathematics, said the committee already has collected considerable information about the parking situation, and that the public hearings could be more effective if persons wishing to appear before the committee were familiar with the following findings (the committee believes most of the information to be correct, but it is continuing to review it tor accuracy): -No state money can be used for parking. Revenue for grading, paving, painting, signs. police vehicles, etc., must come from parking sticker fees and fines. State money might possibly be used for land acquisition. -The cost of parking garages is so high that, in order to pay for one. we would have to charge S350-S4OO per parking place per year. -The average car requires about 250 square feet of parking area, including space for aisles. Naturally, this varies with the size of the car. Approximately 40 per cent more cars can be parked in areas restricted to compact ears. -There are now approximately 3.71.1 parking places on campus. They break down as follows: faculty and staff. 602; commuters. 790: residents. 933; overflow. 1.282; visitors. 41; (en-minute zones, 30: thirty-minute zones. 20; and loading /ones. 15. The actual number of cars that can be Cont. on page 4 Opinions conflict TDs owner: supply store competition by RAY CONEYS Staff Writer Is the University Supply Store a competitive enterprise? It isn't supposed to be, according to North Carolina law. However, due to the expanding size of the store in meeting expanding student needs, a conflict of opinions has arisen between one local merchant and the managers of the supply store. David Rayburn, owner of TD's Newsstand in Cullowhcc, feels that the supply store is competing strongly with his little enterprise. His argument centers around a North Carolina statute (66-58 c3) which states "that campus stores be established and operated for the purpose of assuring the availability of merchandise described in this Article. . .and not for the purpose of competing with stores operating in the communities surrounding the campuses of the University of North Carolina." Obviously the supply store "competes" with any other store that carries the same items. But, Rayburn believes, his store has been subject to direct competition-the supply store has recently expanded its paperback line-TD's Newsstand most plentiful item. "I'm not trying to drive them out of paperback books. But to increase their volume in something that is already available to students, and is non-educational, is competitive." Rayburn said. One particular incident spurred Rayburn's anger: he said he asked supply store manager T. G. Emmons whether the supply store was going to start carrying hardback best-sellers. Emmons told the Carolinian that he told Rayburn that at that time he did not plan on selling hardcover novels However, shortly afterward, the supply store began carrving them. Emmons said that the reason he began carrying them was because certain bestsellers are available only in hardcover. Dr. William E. Scott. WCU attorney, believes that the supply store is not violating any laws. "Now if they start selling cars." Scott said, "then they would be competing." Scott added that the law could be interpreted differently, and that the only way it could be definitely decided would be in a court. The supply store, which is classified as an auxilarv enterprise, is subject to many other guidelines. Another section of the same law states "that the merchandise sold shall be limited to educational materials and supplies, gifts items, and miscellaneous personal-use articles." Concerning profits, the statute says thi i the. b "used exclusively for awarding scholarship o defray the expenses of. students attending the institution." Currently, no records were n ule available to the Carolinian in order to verify p- >fit guidelines.
