Animal carcasses are neither sanitary nor pleasing to look at. We wish that the proper Jackson County authorities would see to its removal. Vote Yesterday was the last day to register for the March 23 election. However, if one is registered, now is the time to obtain absentee ballots (see procedure on page 1). This election involves many important points. Not only is this election North Carolina's presidential preference primary, but there are two important bond issues facing voters. One affects WCU students directly. This is the referendum concerning the $43.2 million appropriation to 13 of the 16 universities in the UNC system. $3.4 million will be allotted to Western if the referendum is passed, the money to be used for a new administration building. The second issue affects the funding of health services. Hospitals across the state will be affected by this referendum. It is a right of every citizen to vote, and college students are not exempt. Please vote. New Column Beginning with Thursday's Western Carolinian, a new column entitled "View from the Closet" will be featured weekly. The column, written by WCU History Prof. Tom O'Toole, would mainly concern African and Third World affairs as they pertain to U. S. foreign policy. In addition, North Carolinians will vote for or against an amendment to the State constitutional Amendment Question #1 which would allow the State to issue tax-free revenue bonds on the behalf of not-for-profit hospitals and other health care facilities regardless of governmental or religious affiliation. Proceeds from the sale of the bonds would be used for capital improvements from new construction and renovations to the purchase of life saving equipment.. By 1980, North Carolina will require 2,000 additional hospital beds. Another 3,200 beds will require renovation and improvement. Using conventional forms of financing, these projects could cost $320.5 million. If they were financed through the sale of revenue bonds, that could be slashed $43 million. That is $43 million that can stay in the bank accounts of health consumers. A factor that makes revenue bonds doubly attractive is that no tax structure is affected in any way. Because the bonds are based on the revenue producing capability of the health care institution, no governmental entity is required to raise taxes to cover the cost of interest payments. Furthermore, bond purchasers pay no income tax on earned interest. Most other states offer a revenue bond system for capital improvement programs. If for no pother reason than economic expediency, North Carolina requires a revenue bond system. Vote "FOR" Constitutional Amendment #1. Dan Gossett Director of Public Information Memorial Mission Hospital Asheville 'Hot air' Dear Editor, In response to the "hot air, meaningless words, bad breath" letter,! really don't want to argue what band should play what week, just wanted to make two comments. First, I would hardly call one appearance by Marshall Tucker and two by Charlie Daniels over a two year span "regular basis." Secondly, you warn the letter writers that yours was in response to not to "let those lips flap unless you know something about what's coming out of them." I respectfully suggest that until you develop the courage to sign your letters you should follow your own advice. Nothing destroys the effect like anomy- mity. Donny Williams Nurses explain Editor: Contrary to what some sources might have you believe, the recent resignations of the three R.N.'s at Graham Infirmary were strictly voluntary, not requested. We simply could no longer stand the constant turmoil and conflict existing among the personnel and long standing unresolved problems. Working with and for you people has been both a pleasure and a challenge. Many times we have had differences of opinion -our moral codes, our standards of value, our basic beliefs- have not always coincided. In most instances, all concerned 1111 III I III 11 Ill have been able to accept this and arrive at a mutually acceptable understanding. We all have realized that the inevitable "generation gap" does exist! Despite this - most of us do love most of you - most of the time! We will miss being a part of the University. We are truly sorry to find it necessary to leave a job that has the potential for being one of the most rewarding in the Nursing field. Sincerely, Linda Darden Joyce Brooks Annette Shelton Concert packages Dear Editor: Even taking into account all accounts, I must agree that the WCU standard and frequency of Rock and Roll shows does not even rate one half a star. The question of high price, single acts of Superstar magnitude (I mean, could you see this campus if the Stones or the Who played here?) rule them out, but there must be some rising acts, both black and white which could be brought to WCU. For instance, a middle-priced package of, let's just say, Todd Rundgren and Foghat, could realistically be brought to Cullowhee with sound fiscal results. The remedy is clear, better acts.
