Misuse of funds denied by Wike Jackson County's full-time commissioner and attorney went on the defensive during the weekend in response to charges that the county had misused over $500,000 of federal revenue sharing funds. Commissioner Bruce Wike, who has repeatedly refused intervies with The Western Carolinian, told the Asheville Citizen-Times Sunday the county had not misused its revenue sharing funds. According to Wike, "Everybody knows you can't use revenue sharing money for matching funds." Two federal experts on revenue sharing have said it is illegal to use the funds to obtain more federal money either directly or indirectly from the federal government. a FAA spokesman said his department gave $1,029,750 on the basis of a $629,000 match by the county. Also, Will Plentl, director of the North Carolina division of aeronautics, said the state gave $629,000 on the county's equivalent contribution. Don Lief, director of the National Clearinghouse for Revenue Sharing, has said if either the state's or FAA's grant was on thematchingbasis it would be In violation of the revenue sharing guidelines. Wike told the Citizen-Times that federal funds accounted for 80 per cent of the project— $1,441,650. He said only $362,000 of both the state and local money had to be posted to make the match. He said all other local and state money used was supplemental to the project, which would be legal. County attorney Zeke Soss- amon Sunday said he thought the revenue sharing money had been used correctly and reaffirmed Wike's statement about the supplemental use of the money. The trial on the airport is scheduled for May 27, The court injunction banning construction on the airport until the trial is over is still in effect. Superior Court Judge Robert Lewis will hear the case in Sylva at the Jackson County Courthouse, Room damage policy defeated By Jim Davidson A resolution that would have called for the official adoption of a proposed policy concerning damages in the residence halls was soundly defeated last night by the student senate. Although a policy has already been established by the university, the non-support by the seante may call it to the administration's attention that the policy needs changing. The current policy allows for $2,000 to be divided proportionately among the residence halls for programming for spring quarter. However, before the money is allocated, it will first be used to pay for damages to public areas of the residence halls. This means that there may be no funds lett for programming if the cost of damages exceeds the money funded to a residence hall. A number of arguments a- gainst the policy were concerned with the way collective assessment would probably result after the funds ran out. Some senators also stated that collective assessment may be illegal based upon the due process clause of the Fourteenth Amendment, While the need for a comprehensive, just, and logical policy continues, the students will pay until one is accepted- whenever that may be. The second resolution considered was a reaffirming resolution that condemned the proposed tuition increase for North Carolina higher education students. The bill had earlier been approved by a consensus, so this resolution reaffirmed a prior action of the student senate. A member of the Sociology and Anthropology Club appealed for an additional $.")0 to be allotted to the club's appropriations for this quarter. The money will be used for a meeting that will ''let some of the seniors from Cherokee High School get acquainted with Sociology and Anthropology" at WCU. The meeting will take place this Friday. Next Monday will be the last senate meeting of the quarter, and all interested persons are welcome to attend. 1975 Football schedule Season begins Sept. 6 with Toledo Athletic director Bob Wa« ters has announced the 1975 football schedule for the WCU Catamounts. The season begins September 6 when WCU travels to Ohio to take on the University of Toledo. A week later, and still a week before fall quarter classes start, E.J. Whitmire stadium will see its first action as the Cats meet the challenge of East Tennessee State. A rematch with Murray State University in Kentucky Tickets needed for rain Whitmire Stadium will be the site for this year's graduation unless it rains. If it does rain, the graduation committee has decided to hold the ceremony in Reid Gym as has been done traditionally. There will be no limit on the attendance of guests in the stadium, but if Reid is used only two guests with tickets will be allowed to attend for each graduate. Throughout this week, the graduates will be able to pick up their two guest tickets on the first floor lobby of Bird Building from 1-5 p.m. Graduation will be June 8. will follow on September 20. After a week off, WCU plays two evening home games, a- gainst Presbyterian College on October 4, and Wofford College on October 11. The following week WCU travels to Greenville Southern Conference power to battle East Carolina University, Then it's to Tennessee Octo ber 25 in a game against U.T, Chattanooga. November 1 is homecoming and the Cats will square off against Middle Tennessee State University at 1 p.-m. On November 8, WCU plays Furman University in Greenville, S.C. The final home game finds WCU facing mountain rival Appalachian State University November 15. WCU students initiated into Alpha Phi Sigma Forty-one Western Carolina University students will be initiated into the national honorary scholastic society Alpha Phi Sigma Thrusday at 8 p.m. in the Cherokee Room in the U- niversity Center. To be eligible for membership, a student mustachieve at least a 3.25 quality point ratio in at least 90 quarter hours of work. Julian HIrt, assistant professor of physics and faculty advisor to the group, said the Zeta chapter here is the oldest organization on the WCU campus. Alpha Phi Sigma was organized at WCU in 1932* Dr. Robert Stoltz, vice chancellor for academic affairs, will speak at the ceremony. A- bout 175 students are members of Alpha Phi Sigma, Seals and Croft perform May 28 Student Government Productions will present "Seals and Crofts" in concert here May 28 at Reid Gym. Only 3,000 tickets will be available due to fire standards for the gym. Students can obtain their tickets now at the second floor information desk of the University Center. According to Don Ramsey, SGP director, students should buy their tickets now. Unless the tickets are gone by the end of this week, sales will be opened to non-students. Tickets are $3 for students and $4 for non-students. Concert time has been scheduled for 8p.m.
