Dorm residency law upheld (CPS)-The University of South Dakota's rule requiring virtually all freshman and sophomores to live in dormitories has been upheld by a federal appeals court. The December decision by the Eighth Circuit Court of Appeals upheld the contention of university officials who claimed "dormitory living provides an educational atmosphere which assists younger students in adjusting to college life" and "broadens and enriches the life of the individual student." The original suit was brought by two students at the school who argued the residency rule violated the equal protection clause of the 14th Amendment. Last year the trial court held that the primary purpose of the dormitory rule was to insure sufficient income to pay off a residence-hall debt. It was arbitrary and unreasonable, the court said, to single out unmarried freshman and sophomores to bear that financial burden. The appeals court heard testimony from university officials that the residency requirement would ensure that students "would avail themselves of the learning experience in self-government, group discipline, and community living that dorm life provides, as well as the increased opportunity for enriching relationships with the staff and other students." The court concluded that there does exist "a rational connec- Food stamps from page 1 food stamp program will continue to receive stamps until it is time fdr them to reapply-aboul every three months for most households.
