But Robinson's decision to issue his own policy, and thus avoid a possibly ugly showdown in the faculty administration senate, seemed to cast doubt as to the relevency of the meeting. Not only was attendance low, but only a handfull of those present appeared interested in participating in the discussion. After 50 minutes, the attendance had dropped to 25. "They're voting with their feet," remarked Sal Nerboso, former political science head, as a group of faculty left the meeting at the sound of a class bell. Most of the meeting was spent discussing the far-off possibility o. pushing for state legislation that would outline promotion and tenure procedures in detail for all N.C. public institutions, Helen Hartshorn, president of the local NCAE, said the executive director of that organization assured support for any attempt by university professors at the 16 state schools to botain one legislated policy similar to the one that now covers teachers in elementary and secondary schools. Hartshorn said she would be willing to conduct a poll of the faculty to see if this sould be done. Roger Bisson, local AAUP president, announced he was "whole heartedly in favor of moving in that direction." But some at the meeting, in cluding the president-elect of the AAUP's N.C. Conference Andrew Baggs, did not appear that certain. Baggs pointed out that there are differences between the 16 consolidated schools. He doubted the ability of legislators to come up with a feasible bill which would adequately cover all the schools. As another professor put it,"You know how fast they get rid of teachers at Chapel Hill." By far, the most important criterion for any tenure policy, in the opinion of those at yesterday's meeting, is that it adhere to AAUP principles. Robinson's policy does not do this totally. Rather, it is an effort for a temporary "compromise," accrodingto Clifford Lovin, the senate's vice chairman. Robinson has already activated the Chancellor's advisory committee, proposed last year- and Wednesday he will activate the faculty greviance committee with the same members elected last year. Lovin said he anticipated a third committee, the tenure hearing committee, being activated by Robinson soon. This would leave the University's refusal to give reasons for tenure denial as the only major stumbling block left.
