  • n esteBrolinian NEWS IN BRIEF Issue 21, Vol. 62 March 27,1997 WCU Receives Bomb Threat TONY J.TAYLOR, EXECUTIVE EDITOR An extensive search for a bomb was conducted at Western on March 4 at 11:20 a.m. after a nonspecific bomb threat was phoned to the Sylva police department at 10:50 a.m. After the threat was received, Director of Public Safety Gene McAbee contacted the State Bureau of Investigation (SBI), which immediately assigned an agent to the case. In an e-mail message sent out to the entire campus, Chancellor Bardo said that the agent had special expertise in dealing with bomb threats. Bardo said that after all of the information was shared with SBI experts in Charlotte, the threat was classified as low-risk. McAbee said that the search began at 11:20 a.m. and lasted until after 9:00 p.m. "The threat was non-specific as far as time and location," McAbee said. The search involved over 100 Western staff members including public safety, members of the grounds crew, housekeeping and athletics. "We continued the search past 9:00 p.m.," McAbee said. "By 4:00 p.m. we were certain no explosive devices were on campus." McAbee said that the investigation is continuing and he has evidence of possible suspects. This was the first bomb threat at Western since 1986, when four bomb threats were made during the jfall semester. McAbee said that those bomb threats were made on consecutive exam days and the caller was probably trying to get out of class. According to McAbee, public safety identified the perpetrator but the individual was never prosecuted. A bomb threat was also phoned in to Southwestern Community College, located on old Webster highway in Sylva. According to Margaret Studenc, a public information assistant at Southwestern, two bomb threats have occurred at the end of Southwestern's last two quarters during exams. WCU Scuttles Illegal Software Scheme KEVIN MCPHERSON, NEWS EDITOR Two enterprising Western students were put out of business recently when their bootleg, computer-software-distribution operation was shut down by the campus Computer Center. According to Public Safety reports on February 28, members of the computer center staff discovered that two students were illegally distributing copyrighted software over WCU computer resources. The software was being sent out in a compressed format, and software license information was included in the exchange. The individuals involved were accepting other pirated software in exchange for what they offered.. ^ According to Network and System Services Manager Joel McKenzie, two campus sites running from ResNet connections were allowing computer hackers around the world to obtain commercial software illegally. He said that the sites were pinpointed by looking at the volume of traffic across the campus network going to and coming from these computers. One of the illegal servers had more visits than the university's web site, McKenzie said, which indicated that something suspicious was going on. Programmers backtracked across ResNet and isolated the ports where the transmissions originated. By process of elimination the perpetrators were identified. "We do have ways to find out what's going on," said McKenzie. The Computer Center staff was also alerted by an e-mail message sent by a person in New Zealand who informed them there was a pirate site on campus. Most of the software involved was copyrighted by Microsoft Corporation, but some of the servers offered other commercial programs, including computer games. According to Anders, the students involved in the incident were using both university and state computer resources for the exchange. As a result, the case was referred to the Office of Student Development and the Department of Public Safety. "When the university becomes liable and these things happen, we have to take action," Computer Center Director Bob Anders said. Interim Vice Chancellor for Student Development Bonita Jacobs agreed. "When students violate the law, of course we are going to take action," she said. "Its our responsibility to respond to dishonesty." Jacobs also said that part of the problem is that students think this kind of thing is a game. The reality, she said is that it is very serious. Director of Public Safety Gene McAbee said that the FBI was notified, and the case was investigated by local officials. He said the case was referred to federal prosecutors who will decide whether a criminal case goes forward. Whether the students involved are prosecuted in criminal court or not, McAbee said he expects the FBI to notify the companies who own the copyrights. He said there is a possibility of a civil case. "We're trying to run an open network," said McKenzie, "The more incidents like this, then the more administration is going to say, 'Shut it off.'" McKenzie said there were "firewall" systems that could monitor all the computer traffic entering and leaving campus. He said such a system could be set up by network administrators to allow only certain things to go through, but pointed out that firewalls are expensive and would slow down Internet access significantly. Both McKenzie and Anders said that they hope the university's computer system will not come to that, but if pirating continues the Computer Center may be forced to increase security measures. Other problems seen by the computer center include spoofing e-mail, chain letters, and sexually harassing e-mail. "Students are vocal about lack of service, but when we have to tie up resources for things like this, it takes away from what we do have," said McKenzie. Ronnie Whisnant, SR. SAMS, STAFF WRITER Dr. Claire Eldridge has been recommended by the board of trustees as Vice Chancellor for Advancement and External Affairs. If approved by University of North Carolina President C. D. Spangler Jr., Eldridge will begin work on June 1,1997. Eldridge is currently the director of development for the College of Arts and Sciences at the University of Tennessee in Knoxville, where she has been employed since 1988. "Her work at Tennessee shows that she is capable of assisting this university in obtaining the funds that can truly be the 'margin of excellence' for many of our programs," said Chancellor John W Bardo. UT's College of Arts and Sciences currently has 27 academic departments, 576 full-time faculty members, and has completed its five-year, $26 million academic endowment campaign within three years. "I see a great amount of opportunity here," said Eldridge about WCU. According to Bardo, "Dr. Eldridge is a strong professional in the field of university advancement. She has the experience and drive to bring our program to the next level." Eldridge has an undergraduate degree in American history and political science from Connecticut College for Women and received a master's degree in American history and secondary education from Boston College with an emphasis in statistics and research. She earned her doctorate in higher education leadership from the University of Tennessee in Knoxville.
