  • Page 2 WESTERN CAROLINIAN Thursday, October 23,1969 Health Council Serves Seven-County Region Former Student Body President Charles Sutton with President Nixon Charles Sutton Accepts Position As Field Representative For ASG Charles B. Sutton of Sylva, North Carolina has accepted a 1 year position with the Association of Student Governments as a Field Representative. The Association of Student Governments is a national, nonprofit, non-political educational association. ASG is designed as an information clearing house supplying student govern- ments with comprehensive studies and background material covering the wide spectrum of student interest and involvement The Association of Student Governments is con tinually striving to strengthen student governments by assisting them in becoming more responsive, effective, and relevant to the needs of today's better informed, more aware students. The Association is headquartered in Washington, D. C. As a Field Representative, Charles will be visiting the major campuses in the Southeast meeting with the elected student leaders to discuss local campus problems and to explain ASG's services and programs. During October Charles will be meeting with student leaders in his home state of North Carolina. Charles recently received his Bachelors of Science in Business Administration from Western Carolina University. At Western Carolina he was a member of the Student Government for four years, serving as Day Student Senator, member of toe Day Student Council, Vice-President and President of toe Student Body. He was active in Rotaract, Pi Kappa Phi Fraternity, Phi Beta Lambda, and Alpha Kappa Psi. The State of Franklin Health Council, Inc., located on the campus of WCU in the Mental Health Clinic, is headed by Dr. C. TX Killian. Dr. Killian was formerly Dean of the School of Fducation and Psychology at WCU. The main purpose of the State of Franklin Health Council is to fulfill the need and plan the health care of every individual in a seven-county region, comprised of Haywood, Jackson, Macon, Swain, Cherokee, Clay, and Craham counties. This and other agencies of this type were created when a bill was passed in Congress in 1966, which set forth thathealth is a right, not a privilege, and that toe country should assume the responsibility of providing health for everyone. Such agencies as the Health Council were developed to plan for health services, because "fullfillment of our national purpose depends on promoting and assuring toe highest level of health attainable for every person." The council is connected with „ other local, state and federal agencies. The federal government provides most of toe money for the council's operations. The state also provides some funds, but toe council must provide one-fourth of this money which must be raised locally. Fifty percent of this one-fourth must be donations of money or time, such as the case of Dr. Killian, who gives of his time to work on the counci", or toe office space that was donated to the council by WCU. The other fifty percent must be raised locally by organizations. The total that is needed is $100,000 In six years. The council has asked a local fra= ternity, Pi Kappa Phi, to help raise money on the campus and at the local football games. Letters and pamphlets asking for funds have been sent to the members of the faculty, administration, and maintenance workers by Dr. Clifford Lovin, Dr. Jarry West, Mr. Led, ford and Mr. Crawford A local Rotary Club in Sylva and other clubs and organizations in toe seven counties are helping to raise toe total sum. APO Presents University Flag A first for Western Carolina University will happen at half-time of toe Homecoming Gam<r against Lenoir Rhyne this year. Alpha Phi Omega will present to President Pow and the University toe first official school flag. The flag design was created by Larry Smith of Winston- Salem in a contest begun in 1967. A panel of faculty, administrators, and students selected Smith's design as the best entry. The Art Department aided in perfecting the design before it was sent to the printer. The flag is three-by-five feet It is purple with toe University seal to toe left with gold trim.
