  • November 2,1995 Western Carolinian News NCAA Accreditation Is Underway by Ryan Wilkinson StaffReporter The NCAA Division I certification program is in its second year of operation, and Western Carolina is a member of the second group of thirty universities nationwide to undergo certification review. WCU is one of the first institutions to perform a combined SACS/NCAA self-study. The NCAA Certification Review Steering Committee is cochaired by Scott Higgins, Associate Professor of Health Sciences and Jennie Hunter, Associate Professor of Office Administration. Two major purposes of the certification program are (1) to attempt to ensure quality and integrity in the operation of athletics programs by opening the affairs and operations of each athletics department to the university community and the public, and (2) to demonstrate how intercollegiate athletics programs comple ment and support the educational mission of universities. "The NCAA certification program is used in order to guarantee that the Chancelor of the university is in charge of the athletics program," said Dr. Frank Prochaska, Professor of Chemistry, who is Chair and Self-Study Director. "That is the main concern of the NCAA." The NCAA self-study instrument is divided into four sections: governance and compliance, academic integrity, fiscal integrity, and commitment to equity. According to the NCAA Certification Self-Study Report, WCU is in compliance with all sections of the NCAA self-study instrument except for the section concerning governance and rules. This section states that "The institution shall provide evidence that its rules compliance program is the subject of periodic (e.g., annual) evaluation by an authority outside of the athletics department." Although WCU.s rules-compliance program is effective, WCU does not have an annual evaluation of this program by an authority outside of the Athletic Department. The self-study report recommends that the Chancellor should select an auditor that is internal to the University but outside of the athletic department to conduct an annual evaluation of the rules-compliance program. The report also recommends that the WCU athletics department should make its Role and Mission Statement available to a wider audience and that it should state that the department supports equal opportunity for women and minorities. These reports are on reserve in Hunter Library and in the Student Government Association office. Students are encouraged to read these reports and fill out suggestion forms that can be found inside the self-study reports. These forms should mailed to the Self-Study Steering Committee by Monday, November 20. Campus mail may be used. The final SACS/NCAA report will be completed in early 1996. Official word on Western's reaccreditation and certification status will be received later that year. Facts about WCU Atheltics Concerning athletics, did you know that... Faculty, staff, and student members of NCAA self-study committees have learned much about Western's athletics program that they did not previously know. For example, did you know that: All coaches and administrative staff members in the Athletics Department must pass the NCAA Recruiting Test each year, to verify they know and understand all recruiting rules and regulations. Only Athletics Department staff members may have contact with prospective student-athletes. Boosters may not even talk with prospective student-athletes, even when they are visiting the campus. All financial expenditures of the Athletics Department are processed through the Office of Business Affairs in exactly the same manner as all other university expenditures. An internal audit and an independent external audit of the athletics budget are performed every year.
