Dear Sir: Kindly note the attached copy of letter under date of 6th inst., from Mr. J. P. Hayes , of Sapphire, N. C, a member of the Committee, and copy of my reply thereto dated this day* This correspondence is submitted to you for ah expression of opinion. Realizing the necessity of having Members of the Association and this Committee united, I have concluded it unwise to allow the Memorial placed before Congress with the non-approval of Mr. Hayes. If Mr. Hayes reply to my letter does not endorse the Memorial, it will be my duty to call the Committee together to act upon the communication. Have this day notified the Senators from North Carolina, to defer action until advised. You ery truly Chairman Committee on Memorials & Petitions. B.
