To be considered for the Marshall Award, a chapter must submit a very lengthy application. According to Brian King, president of the Delta Alpha chapter, their application was 2500 pages long, spanned three volumes, and took the chapter a year to complete. Only the top three chapters within the national organization are given the award, which is based on overall chapter operations. Some of these include scholarship, finance, growth and development, housing, philanthropy, and community service. The Delta Alpha chapter also boasts the most community service hours per member of any other chapter in the nation, with over 100 hours recorded for each brother. Last year, the chapter won the Ammen Payne Chosen to Lead ASG by David Chesley Contributing Writer Delegates of the University of North Carolina Association of Student Governments selected NC State University's Andrew Payne as their President last Thursday night, at North Carolina State University. Payne, the former Student Body Treasurer at NC State University, won the position from a group of five candidates. The ASG President sits on the UNC System Board of Governors as the lone student representative and also leads meetings of the ASG, which consists of representatives from the student governments of each university in the UNC system. The UNC ASG Constitution statutes for elections calls for a runoff of the top two candidates if no individual receives a majority of votes. Payne received 11 votes, while UNC Chapel Hill's Liz Gardner gained 15 votes. The other three candidates, Western Carolina University's David Chesley, James Bryant from UNC- Greensboro, and Richard Wheelahan of Appalachian State University, did not receive enough votes to enter the runoff. Payne defeated Gardner 20- 18 in the runoff election to take the position. "I think this is sort of a new day for ASG," said Payne shortly after being sworn into office. "We have some exciting things to come." Major planks in Payne's campaign were to initiate a large fund-raising campaign for ASG, ensuring equitable funding for North Carolina's historically black colleges and universities and schools with smaller enrollments, and to restore both internal and external confidence to the organization. David Chesley represented Western Carolina in the race for ASG President. He stressed the need for ASG to organize a grassroots, student led campaign to promote the $3.1 billion Educational Opportunity Bond Referendum. Also in Chesley's platform was the need to improve the ASG Organization internally for increased efficiency. "1 was extremely proud of David's campaign for the ASG President position. He is a perfect example of the rise of WCU SGA on a statewide level," said WCU SGA President Jonathan Rowe, after the election. Rowe led the WCU delegation, which also included David Chesley, Anita Pardo, and Chris Ertel. Award, the second highest honor within the fraternity, which is only given to the top 10 to 15 chapters in the nation. The chapter was ranked fourth in the nation last year, narrowly missing the Marshall Award. Two years ago, the chapter was given an award for most improved chapter. King remarked that one of the key reasons for Delta Alpha's improvement is the quality of the membership and the teamwork of the brothers. "When we look for members, we look for someone who can do something for KA," King said. "If we set a goal, all our members work toward it. It's not this committee or that committee, it's all the brothers." King expressed his gratitude toward those that have supported the chapter in its efforts. "The chapter would like to thank the alumni chapter and the campus," said King. "Not only is it our award, but it's Western Carolina's award. It brings something to the Greek system at Western Carolina University." Rowe Wins Statewide Leadership Position by David Chesley Contributing Writer Last Thursday at N.C. State University, members of the UNC Association of Student Governments elected WCU SGA President Jonathan Rowe as the Board of Directors Chairman. The Board of Directors is comprised of the SGA presidents from the 16 University of North Carolina campuses and oversees the ASG president and his staff. Rowe, who is beginning his second term as the president of WCU's Student Government Association, was the unanimous selection among his peers to lead the board meetings. Last year, Rowe served as vice- chairman for the board. He is the first student from WCU to ever hold this position. His current plans as chairman include building support for the bond referendum, reorganizing the structure of the ASG, and mainstreaming credit hours to transfer easily between all of the UNC institutions. Rowe remarked after winning the post, "I was extremely honored to be nominated and elected to this leadership position. It is a great responsibility to represent and lead all of the student body presidents in North Carolina."
