  • Volume 57 Number 16 News The Western Carolinian Page 2 Thursday, January 30, 1992 Officers train in crime scene techniques Lawenforcementand safety officers from Western Carolina University, Jackson County Sheriff's Office, Sylva Police Department and Mars Hill College recently completed a training session on crime scene techniques. The week-long course at WCU, part of the curriculum of the North Carolina Criminal Justice Academy, is designed to provide officers with the skills necessary to process evidence from crime scenes and acquaint them with the capabilities of forensic laboratories. Eleven officers — six from WCU's Office of Public Safety, two from Mars Hill College's Security Department, two from the Sylva Po lice Department and one from the Jackson County Sheriffs Office — attended the Jan. 6-10 course. The officers received training in crime scene photography and sketching, and collection and preservation of hair, fiber, blood, paint, gunshot residue, shell casings, tool marks and fingerprints. The course was taught by Robert L. Leathers, instructor with the N.C. Criminal Justice Academy and past chairman of the Criminal Justice Departmentof Central Carolina Technical College. Training in proper crime scene investigation techniques is especially important for small law and safety departments, said Gene McAbee, director of WCU's Office of Public Safety. "In a small department, it is vital that all officers be able to conduct investigations and preserve and collect evidence at a crime scene," McAbee said. "Officers must be 'generalist' capable of performing many tasks which are assigned to specialists in larger departments." WCU officers who attended the training sessions are James Taylor, Robert Lane, Gary Shular, Deborah Coggins, Daniel Allen and Ernest Stiles. Participating from the SylvaPolicc Department were Mary Cook and Mark Holcombe; from the Public Safety reports JeffDeMoe Traffic Reporter •Jan. 22- A student reported that her car had been damaged by a hit and run driver while it was parked in Joyner Plaza between 10:00 a.m. and 12:10p.m. Investigation continuing. •Jan. 23- Officers provided an escort and assisted with traffic for the procession honoring Dr. M.L.K. Jr. at 5:45 p.m. •Jan. 23- At 12:25 a.m. of ficers cited a male student for drinking under age and resisting arrest after the suspect was seen acting suspiciously in the woods near the Bird building. He ran from the officers and was apprehended. •Jan. 23- A female student from Helder reported that she had seen a suspicious male in the fieldhouse parking lot at 12:11 a.m. Officers responded to the area; but found no one. •Jan. 23- A female student SGA Senate reports Suzanne Kendall News Writer The Student Government Association met Tuesday, Jan. 28, 1992. Resolution 1406, an act to increase the availability of campus phones, was brought to the floor for discussion. The cost per telephone is as follows: $4.20 per month, $75.00 installment fee, and $50.00 per year. Three possible ways to fund this project are through the general fund, each department, or SGA. This reso lution will stay in committee one more week for further research on the source of funding. An act to allow 24 hour visitation on designated residence halls made up resolution 1416. After research on this resolution, it was found to be very involved. It is felt that this should not be exclusively in the hands of SGA, but should involve the Housing Department. The resolution passed SGA and now the Senate will await for feedback fromHousing. Resolution 1418 involved an act to make walkie-talkies available to from Helder reported that she had seen a suspicious male sitting in a red Nissan in the fieldhouse parking lot at 7:15 p.m. •Jan. 24- A student from Harrill reported that his vehicle was damaged by a hit and run driver while it was parked in the upper Harrill lot •Jan. 25- A student from Leatherwood reported that his vehicle was damaged by a hit and run driver while it was parked at the intramural coaches in the case of an emergency. The intramural department does not have the funds to support this, but are currently seeking a funding source. Vice-President Cole Wildman suggested possibly using the walkie-talkies once utilized by Stray Cats. The resolution passed the Student Senate. An act to allow students to carry over declining balance points to the Spring semester made up resolution 1419. This resolution will stay in committee. Six members of the Senate are attending a food services meet- " Sigma" from Front said Christy Ennis, president of Gamma Rho, "because it could happen to them." Since Dec. 6, Gamma Rho has written all of its alumni, explaining the situation and asking for support The response has been immediate. Alumni, parents, sister and pledges of the Gamma Rho chapter have written to the Sigma Kappa National Council. Gamma Rho has hired a lawyer, Tom Terrill of High Point. "It's hard because we are used to participating (in Greek events) and we can't anymore," Ennis said. The girls feel they have been given too stiff a punishment for the crime. "I felt that we were lead to believe that we would not lose our charter, but we did," Ennis said. "It was a complete shock on Dec. 6, when the charter was withdrawn." The National Council met onJan.6. Readmission of the penalty was promised at this meeting. This sounds hopeful, but the officers of Gamma Rho are pessimistic. "This situation has been handled very badly by Sigma Kappa's National Council," Ennis said. The Gamma Rho chapter was put on probation in 1987 for hazing, but none of the current sisters were at.Western then, and the actual cause of that probation is unknown. "It is unusual for our department to be able to provide this type of training to so many of our officers at one time. Since the residence halls were closed during the week and few students were on campus, it was possible to reassign officers to the training sessions," said McAbee. The training should enable WCU Public Safety officers to use physical evidence more efficiently during investigations, resulting in higher clearance and recovery rales, he said. South end of Leatherwood. •Jan. 25- Officers found a group of Boy Scouts camping in an ROTC classroom in Stillwell. •Jan. 26- A staff member reported his car stolen from his driveway at his residence on Centennial Drive. The vehicle was damaged when it struck a rock wall near the residence. This resolution stayed in the appropriate committee for further research. -Vice-President Wildman announced that a commuter lot was being constructed behind Harrill Dorm which might possiblly State of the campus... Student Government Association would like to welcome everyone back to campus for another exciting semester. This semester should prove to be very successful for both SGA and the students of WCU. There are many upcoming events that the student body should be aware of, which include Spring Fling, SGA and LMP elections and Greek Week. These events are always fun and arc a great way to meet new and interesting people. The most important event of the semester is occuring next Wednesday night in Asheville. The Catamount basketball team is playing UNCA on National TV. This game is being covered by ESPN and we would like to encourage all WCU students to attend. The game should be an exciting one and how often does Western have the opportunity to be on National TV? Student Government Association is always being asked what we have accomplished for the students of WCU. Here are a few examples of changes that have or will occur as a result of SGA efforts; Commuters will hopefully be allowed to park in Faculty and Staff parking spaces after 3 p.m. Monday - Friday, without the fear of being ticketed. Change .machines are also being considered for the lobbies of the residence halls. The cafeteria wilt provide at least one meatless entree daily to meet the needs of vegetarian students. The declining balance option is also being researched for availability in the bookstore for the purchasing of all products within the book store. These are just a few of the changes that occurred last semester and are still being considered. We will continue to look into ways of improving things on our campus. Increasing the lighting in the parking lots and at residence halls made up resolution 1422. Senators are trying to make an appointment with Gene McAbee so that they can point out the areas on campus that need better lighting. This resolution will stay in committee for further research. An act to recognize the WCU rugby and football club as a campus organization made up resolution 1430. It was sent to the Clubs and Organizations Committtee for research. Resolution 1431, an act that students shall have the option for G.P.A. credit on "Credit by Examination" grades of A's or B's. Sent to the Advancement of the University Committee. An act that the Ramsey Center racquetball courts remain open for use during athletic events during the traditional court hours made up resolution 1428. This resolution was sent to the Advancement of the University Committee. New senators will be inducted into the Senate Feb. 4,1992.
