August 27, 1990 Athletic Department adopts new drug policy Random testing will be required for athletes and cheerleaders Office of Public Information Edited by Tony Bollick A drug testing policy for intercollegiate athletic teams and cheerleader squads that includes drug education, screening and counseling programs has been implemented by Western Carolina University. Agreement to submit to drug tests either by random selection or individualized designation is required for all athletes and cheerleaders who participate in intercollegiate sports. The policy was developed at the direction of WCU Chancellor Myron Coulter. It closely follows a model policy developed earlier by the general administration of the University of North Carolina. The WCU policy went into effect Monday, August 13, with authorization from the board of trustees executive committee, chaired by Richard A. Wood Jr. of Asheville, board chairman. The policy provides for unannounced random testing as well as individual testing if a student is suspected of using any substance on a lengthy list of drugs prohibited by the policy. Testing normally will be based on urinalysis. The educational effort includes meetings to be held at least three times a year to help educate members of the athletic department, cheerleaders, athletes, managers and student trainers "regarding drug abuse and related problems." Attendance at the meetings is required. Students referred for counseling and rehabilitation will receive assistance from the University Counseling Center. The policy adopts the "banned drug classes" specified by the National Collegiate Athletic Association (NCAA), which includes psychomotor and central nervous system stimulants, anabolic steroids, diuretics, and "street drugs" such as heroin and marijuana. Students selected for random testing will be given written notification the evening before the test. Individual testing may be ordered when "in the judgement of the director of athletics, there is reasonable cause to suspect the student is engaged in the use of any of the drugs prohibited." S t u - dents who fail to report for testing without an acceptable excuse will be suspended from team eligibility for the remainder of the academic year. When test results verified by an approved laboratory provide "a reliable determination of improper drug use," the policy provides for varying actions. L Students selected for random testing will be given written notification the evening before the test. On a first occasion, the student must meet with the head athletic trainer to ascertain the extent of the drug problem, and the athletic trainer and university physician will determine the nature and extent of counseling and medical intervention that may be required if the student is to continue athletic eligibility. They also may determine that the student should be suspended pending the results of counseling and/or medical intervention. Students involved in a first-occasion offense who fail to show up for a counseling session without an acceptable excuse will be suspended from athletic participation until they attend the session. On a second occasion, parents of dependent students may be notified, the student will be suspended for four weeks and counseling and rehabilitation will be required. Students who fail to attend counseling sessions on a second offense without an acceptable excuse will be suspended for the remainder of the academic year. Follow-up testing will be required of students involved in either a first or second offense. For a third offense, all athletic eligibility will be permanently cancelled, and parents of dependent students may be notified.
