  • News Tage 7 Health Costs Up Health care cost is on the increase. According to Dr. Austin Spencer, head of the Economics and Finance Department at WCU, health care costs have increased more than any other item on the Consumer Price Index nationwide. Why have we seen such an increase in this area over the past years? This question was discussed in a symposium held on October 29. Scott Higgins, Program Director of Health Services Management and Supervision, acted as moderator in what turned out to be a heated discussion. Dr. Spencer and Chris Dux, Assistant Administrator of C.J. Harris Hospital, were guest speakers. Dux spoke first, after a slide presentation, citing facts for the rise in care costs. He first stated that, like everything else, inflation contributed largely to the increase. Federal regulations imposed upon hospitals were impractical. Dux estimated a $25 or more lost per day due to such regulations. Medicare and Medicade do not pay the full amount of qualifying patients' hospital bills. Other reasons Dux gave for the increase was a 60% increase in labor cost, the unpredictable numbers of patients a hospital may experience day to day, the high number of college-educated employees and the salary demands of qualified employees. Yet the slide presentation referred to the large number of employees underpaid as compared to industry. Dux said that the effect of these increases has certainly led to a decrease in the quality of health care. More employees are hired with less education. The hospital must cut community programs and services. The new state-of-the-arts equipments may be overlooked due to the loss of revenue in the hospital. He finished by stating that Americans have come to believe that hospitals are a right, and not a privilege. Dr. Spencer differed from Dux at the offset of his rebutal. His primary reason for health cost increase dealt directly with the physicians. There used to be a shortage of doctors. Now we see a surplus of doctors which are substituted into positions normally not held by doctors. This has increased the salary scale of hospitals. The doctor is according to Dr. Spencer, the only professional whose income has increased so steadily upward. We also see many doctors becoming specialists instead of general practicioners, which increases their salary scale. Doctors have now become more afraid of malpractice suits. For this reason they order more tests to be run, raising the cost of laboratories fees. So who's really to blame? Is it the doctor's fault or the impractical regulations government imposes? Or is it the lost concern the public has because of the coverage of health care cost by insurance? It basically becomes a session of finger pointing where no one is able to admit his mistakes. _, .... . by David Hecht Masks Verboten Traffic and Security Director Frank Blackmon stated in an interview with the Carolinian Tuesday that, due to recent reports, "anyone wearing a mask is breaking the law and we will treat it as a serious matter."
