  • WCU prof returns from Africa By Michael Groom* Staff Writer Tom O'Toole, a professor of history at WCU, returned from Africa in June with indelibly etched memories of an alien place and people. He speaks of deserts and diamond mines, panthers and elephants, of rolling hills and flat savannahs. But he also speaks of the grim realities that lie behind the picturesque facade: economic exploitation, political disarray, and racial segregation. O'Toole went to the Central African Republic in September of 1979, and was accompanied by his wife Anne, and his children Rachel and Phillip. They arrived a week after a coup had overthrown the Emperor Jean-Bidel Bokassa. A new republican form of government was being set up under the presidency of David Daco. The new government found itself with a treasury exhausted by the Emperor's lavish spending. It was a tense situation for a foreigner to walk into. O'Toole was there to teach. He was a Senior Fulbright lecturer at the University of Bangui with a class of 14 second year students who had been winnowed out of a class of 150 first year students. O'Toole said that these young men and women were "some of the finest second year students I've ever encountered." Most of them were the sons and daughters of the small, Europeanized middle class formed by teachers, bureaucrats, and other professionals. All of them were being groomed for government posts and they were receiving 35,000 African francs per sevester from the Republic. Continues on page 18...
