There is no doubt but that much has been done to help (he looks of the campus. Building and Grounds Committee Chairman, Dan Pittillo, along with the other members of the committee, are deeply concerned with traffic violations involving the destruction of university property. These violations make the "proper development and maintenance of grounds quite difficult for the university" according to a Grounds Committee memo. The memo cites several instances of shrubs, young trees, and grass being destroyed by vehicles crossing over designated parking areas. Also vandalism is cited as a problem. Plants from the entrance planters of Forsyth were stolen, and the benches with cement bases, were dug up. This problem would seem to be reduced with greater law enforcement. As the memo states "It is state law and university policy that individuals who destroy campus property [including shubbery | are subject to prosecution." We not only ask the students to help in the matter but urge the proper administrators to join the committee and give this their immediate attention. THURSDAY* JANUARY 8 197h THE WESTERN CAROLINIAN ' lv/b DDDDDDDDDDDDDDDDDDDDDDDDDDDDDaDDDDDDD Consumer ed Proposed regulations for a program of consumer education that would reach persons at all education and age levels were announced by HEW's Office of Education. The Consumers' Education Program, authorized under the Education Amendments of 1974 will fund projects designed to help individuals make informed, rational decisions about consumer transactions. According to the proposed rules published today, the program would award contracts and grants to eligible applicants to initiate and expand consumers' education in elementary and secondary schools, higher education institutions, and communities. Institutions of higher education, State and local education agencies, libraries, and other public and private nonprofit agencies, organizations, and institutions would be eligible to apply. Consumers' education may include, but would not be limited to such areas as basic economics of the marketplace; legal rights, redress, and consumer laws; financial management and credit energy use and public utilities; major purchases, such as food, housing, and insurance; special problems, such as advertising and product safety; Federal assistance; and consumer representation. Priority for grants would be given to projects designed to (1) develop and implement model community education programs, (2) provide short-term pre-service and/or in-service training, or (3) develop programs and materials for the special educational needs of target groups such as the bilingual, the aged, American Indians, and persons from low income areas. Procurement contracts also will be awarded in designated areas. As you may be aware, the Young Republicans are becoming active again at WCU. In order to stimulate political interest on campus, this organization is issuing a challenge to the Young Democrats for a debate/discussion on any current topic. Such a debate, it is hoped would not only provide an outlet on the important issues of the day, but will encourage membership for both organizations. If they choose to accept this challenge, the YDC can get in touch with Nancy Hope or Patrick Murphy to set up a time and place. It would be open to the lllllllllllllllllllllllllllllllllllllllll public, naturally. Until then, it's have your move, gentlemen. Young Republican Club Editor: We were indeed surprised and amused when we arrived at Cullowhee for the ASU-WCU football game, and viewed our seating arrangements for the event. However, our amusement soon turned to disappointment should not be interpreted as poor and anger in taking our seats. sportsmanship. We congratulate After all, we saw less than half of Western's football team on their the game because of the seating victory, a very deserving one. arrangements, viewing the home .. . „ . . , . We feel WCU should have a policy establishing the price of a visitor's ticket to be one-half or less the price of a home ticket. We can only say Western Carolina is a very poor host by allowing such conditions to exist. Our criticism of the stadium side, our seats certainly appeared less than half as nice, we didn't Jan A.
