FOREIGN STUDENTS were honored at a reception held Monday, November 17, at 8:00 p.m. in toe third floor lounge of toe University Center. Faculty and students were Invited and refreshments were served, Appropriations Committee Announces Funds For '69-70 The Student Appropriations Committee has announced toe appropriated funds to student organizations for toe '69-70 academic year. Several organizations which normally receive large appropriations have been granted a guaranteed base for next year's appropriations. This decision was made because toe opera tion of certain functions during one year often depends upon toe availability of funds toe next year. They are as follows: Band-$3,000.00; Chorus-$1500; Radio Club-$3,000.00; and toe Little Theatre-$2,500.00. Additional funds can be requested next year for these organizations. For this year's appropria tions toe estimated number of students paying activity fees was set at $4,000. This figure is below total school enrollment as a result of many of our school's students are part" time, in-service, doing student teaching, etc. A total of $89,725,00 was appropriated with a total of $127,133.00 requested. Officials at WCU feel that the Cullowhee area Is not receiving adequate service from toe telephone company. In April, 1969, Dr, Alex S. Pow, president of Western Carolina University, requested that toe utilities commission make an official complaint to the Western Carolina Telephone Company. The complaint is being formulated at this time. "The utilities commission thought it would be helpful to have toe opinions of toe faculty and staff at toe university," stated L. D, Hyde, assistant to toe president of WCU. Results of the questionnaire show that a large majority of the faculty and staff are unsatisfied with toe present telephone service given to toe university by toe Western Carolina Telephone Company. "A lot of these people suggested another company," stated Hyde. Individual complaints to toe telephone company have been met with a claim, by the telephone company, that more than adequate service is being provided for WCU. The telephone company also claimed that it was losing money due to service to toe university. In 1968, the Western Carolina Telephone Company and subsidiaries had a consolidated operating revenue increase of 16.7 per cent over 1967, In toe first nine months of 1969, toe Continental Telephone Corporation had a consolidated net income increase of 2 0 per cent over 1968. CAROLINIAN Appearing on local newsstands Tuesday, November 25, will be a special souvenir edition of THE WESTERN CAROLINIAN, which will feature exclusively toe 1969 Catamounts. This special, 8-page issue will be a complete rundown of toe record-breaking grid-iron season and will announce toe definite plans for bowl contention, Watch for this verbal and pictorial account of toe winningest team in WCU's history. Private Phone Service Planned for Dormitories Western Carolina University plans to Install conduits in specified sections of toe residence halls to provide private telephone service. Those students desiring a private telephone will reside in these areas. At present, a survey is being taken, by toe University, to approximate toe demand which will determine the extent of installation. One member of each room will be responsible for receiving and making payments. The telephone will be in toe name of toe person receiving the bill, but toe other occupants may have toeir names listed by payment of an additional charge of $,25 per month. A $10.00 connection charge plus the first month's rent of $7,35, plus $.74 tax, plus any additional listings, must be paid at the time of application. There is no deposit required since toe Student Senate is underwriting this service. Should toe student desire a telephone, he must complete toe information requested on toe survey and return it to toe office of Mr. L. D. Hyde, 105 Bird Administration Building. Since toe installation of conduits will take some time, immediate response is necessary. University Theater Production Tonight The Western Carolina University Theater will open its second production of toe year tomorrow night at 8 p.m., in the University Theater, The production, titled "The Actors and toe Audience; An Improvision" will run tomorrow night and Saturday night. The improvision is a unique performance for the theater here at Western Carolina. The audience will be asked to contribute ideas for toe actors to improvise. The production will be under toe direction of student Caroline Whaley Batson, a junior from Winston-Salem. The cast includes J. Steve Carlisle , Jr., a senior from HendersonviUe; Jack D. Wha- len, a junior from Jacksonville, Florida; Jon H. Thompson, a freshman from Charlotte; Susan M. Whisnant, a senior from Hendersonville; Deborah G. Lewis, a sophomore from Asheville, and Phyllis E. Ghioto, a junior from Jacksonville, Fla.
