  • Re-admission Changes Are Made Dr. J. Pelham Thomas, chairman of the Re-admissions Committee, urges all students to become familar with the new policy on academic retention ~ which was instituted at the beginning of the year. There are __ many changes in the policy, affecting all students. Students are urged to check the Student Handbook and the 1969-70 catalogue concerning the new policies. Students will not be able to appeal between quarters or early in the quarter as has been the policy in the past. Anyone who is suspended for a quarter is not automatically assured that he will be able to return after the quarter's absence. Dr. Thomas briefly outlined the new policies. Students are required to maintain a certain average based on the number of quarter hours which they have attempted. Any student whose cumulative quality point ratio falls below the lesser of 2.00 and .9 & (.0067 + the number of quarter hours attempted) will be suspended, except that no student will be suspended for academic reasons at the end of his first quarter in residence at Western Carolina, or any quarter for which his quality point ratio is 2.3 or above. Should a student fall below his required averaged as based by the graduated scale, and has not managed to maintain a 2.3 ratio on the quarter in question, the computer center will automatically stamp the words "Academic Suspension" on his report, A student who finds such a note attached to his report must face several alternatives. He must stay out one quarter regardless. He should then write to the Dean of Student Affairs for an application for re-admission. Students may not come for early registration for the next quarter with the hope of being readmitted. The Appeals Committee will not be in session. After the student fills out his readmission form at home, it is to be mailed to the Dean of Student Affairs. The Committee will meet and review the cases individually. The Committee will then notify the student within a matter of a few weeks. If the student's appeal is cleared, then the student should take immediate steps to secure dorm space through the Housing Office, pay his fees, and notify the Dean of Student Affairs that he will be returning. If the appeal is denied, then there is no recourse of action. A re-admitted student is accepted unconditionally. The Re-admission Committee can recommend that a student reduce his load to 12 or 14 hours until such time as he is able to get a 2.0 overall average. The Committee may stipulate that this is the particular student's last appeal if this be the opinion of the board. A student should also be mindful that by means of this graduated scale, he is given a more fair chance to acquire his average. He will not face the situation, for example, of having stayed in school as a freshman with a 1.5 average, but faces a 1.75 elevation by the end of his second year. New Parking Fines Could Be Reduced MSMUN Opens With Over 350 Delegates The Middle South Model United Nations will hold its 1969 sessions at Western Carolina University and Lake Juna- luska Methodist Assembly Grounds March 26-30. The delegates attendingthe MSMUN, the thirteenth conference of its kinds to be held at Junaluska, will be staying in the Lambuth Inn. The keynote address will be delivered by former Secretary of State Dean Rusk at 8:00 p.m. at Western Carolina University, Wednesday, March 26, in Reid Health and Physical Education Building. Rusk will arrive at the Asheville Airport at 1:18 p.m. on March 26. His appear- ance in North Carolina will be one of his first public speaking engagements since leaving the Department of State in January. Also to be present at Rusk's keynote speech will be the Right Honorable Lord Caradon, Minister of State for Foreign Affairs of the United Kingdom. Lord Caradon, the Permanent United Kingdom Representative at the United Nations, will speak at a MSMUN breakfast assembly Thursday, March 27. Following the breakfast, Lord Catadon will speak in the Grand Ballroom at 11:00 a.m. in an open meeting to all students. The Middle South Model United Nations is an annual conference to which many colleges from the East and South send delegations "represent" imr" the member states of the UN to simulated conferences. Participating in these events will be more than 350 college and university students and faculty advisors from major schools. Included in the MSMUN along with WCU are such schools as: Columbia College, William and Mary College, U.S. Military Academy at West Point, Montreat-Anderson College, Asheville-Biltmore College, Bridgewater College, University of Pennsylvania, Duke University, The Citadel, University of Tennessee, Catawba College, High Point College, and the U. S. Naval Academy. These delegates, after intensive pre-session research and planning, engage in informal caucuses and formal debates discussing the important world problems of today. Through these activities, students gain valuable knowledge of, and insight into, the real world of international politics. As are- sult of this unique learning experience, it is hoped the cause of future international understanding and co-operation will be furthered Less Than Two Weeks Are Left For KTE Registration Less than two weeks remain for prospective teachers who plan to take the National Teacher Examinations at Western Carolina University on April 12 to submit their registration for these tests to Educational Testing Service, Princeton, New Jersey, Dr. M. B. Morrill, dean of the Graduate School, announced recently. Registrations for the examinations must be forwarded so as to reach the Princeton Office not later than March 21, Dr. Morrill advised. At the one-day session a candidate may take the Common Examinations, which include On Wednesday, Feb. 26, a proposal concerning a system of parking fines and student appeals of parking tickets was offered to the Safety and Security Committee. The new system, which is a counteraction to the recent Faculty Senate proposal for raising the fines, consists of having the students pay $1.00 per ticket with an unlimited amount of tickets. The proposal also consists of changing the Student Appeals Committee to an all student membership. The Appeals Committee would consist of seven students, the Presidents of Men's and Women's House, Day Student President, two student senators, and two representatives from the student body at large. The President of the Student Body would be the non-voting Chairman. On Monday of this week, the Safety and Security Committee, under the chairmanship of Charlie Stewart, accepted the proposal with certain conditions. The conditions were that the new system could be re- viewed at the end of Spring Quarter to see if the students were abusing the system. A- nother condition would be that the student be referred to either Men's or Women's House after obtaining ten tickets, but this referral would not constitute removal of the student's car from campus. This new proposal is now on the Faculty Senate agenda and action should be announced on March 11. If the Faculty Senate does approve this system, it would go Into effect Spring Quarter. According to Sutton, "The students would never accept the new higher rate of fines, and if it does go into effect, I advise the students not to pay the fines and not to appeal the tickets." Sutton went on to say, "The students should watch with a great deal of inter est the actions of the Faculty Senate." tests in Professional Education and General Education, and one of the fifteen Teaching Area Examinations which are designed to evaluate his understanding of the subject matter and methods applicable to the area he may be assigned to teach. Catamount Distribution After a unanimous vote in the recent Senior Class meeting, the Catamount staff has decided to go on a summer delivery this year. Summer delivery has been adopted on the campuses of many of the larger colleges and universities across the nation. This system has worked out very well and the students are very much in-favor of this change. What is summer delivery? Summer delivery means that all Seniors will receive their annuals at their home address this summer, probably about the end of August. The underclassmen will receive their annuals next fall during registraion week. Why summer delivery at Western Carolina? As you may recall, a "Spring Supplement" was mailed to all students who received an annual last year. This system did not work out well, because of many reasons—the main one being that the costs were too high. Since an annual covers the fall and winter quarters of the present year and the spring quarter from the previous year, the 1969 Catamount, without the use of summer delivery, would be only repetitious or include only the fall and winter activities. Also, an annual is meant to be the memory book for seniors, but without summer delivery the senior has nothing to remind him of his last quarter on campus. For these reasons the Catamount staff will try the summer delivery plan this year. This is by no means a permanent change. If the plan does not work out well this year, it can be dropped next year.
