  • NAVY DEPARTMENT F-2225-JT BUREAU OF NAVAL PERSONNEL 26l 92 22 WASHINGTON. D. C. 28 June 1943 Mr. Stephen John Owens Webster, North Carolina. My dear Mr. Owens: The Bureau is pleased to inform you that an official cablegram from the International Red Cross has been received from Tokyo, via Geneva, stating that your son, Samuel Robert Owens, Torpedoman's Mate Second Class, U. S. Navy, is being held as a prisoner of war in the Philippine Islands* This confirms the Bureau's previous telegram to you indicating that your son was probably a prisoner of war, as he was serving in the Manila Bay Area at the time of capitulation* Future Inquiries as to your son* s status as a prisoner, and as to methods of communicating with him, should be addressed to the Prisoner of War Information Bureau, Office of the Provost Marshal General, War Department, Washington, D,C, which agency Informs this office that to date no arrangement has been made for the repatriation of those listed in the cablegram* In addition, the American Red Cross is endeavoring to deliver brief messages from the next of kin to internees and your local chapter of the Red Cross will be pleased to give you complete details regarding the procedure to follow* The Navy Department fully appreciates your great anxiety and assures you it will Inform you promptly of any information received concerning your son* Certainly this news, unsatisfactory as it may be, will add to your constant hope for his safe return* Very truly yours, RANDALL JACOBS Rear Admiral, U.
