Letter from C. Bingham to Dear Friend

Letter sent to ex-POWs regarding subsitance and quarters allowance for the time they were help prisoner. Samuel Robert Owens (1918-1995) was stationed at Cavite Naval Yard in the Philippines when the United States entered World War II. He was a member of the crew of the submarine tender USS Canopus (AS-9), which was actively involved in the defense of the Bataan peninsula until the fall of Bataan on April 9, 1942. The majority of the crew of USS Canopus, including Owens, were captured by the Japanese at Corregidor, and became prisoners of war. Owens remained a POW until the end of the war and received the Silver Star and Bronze Star for his service.

27 September 1945 Dear Friends I have some information v/hich I believe will be of value to all ex-Ps 0ff Ufa and am passing it one It has to do with subsistanoe and quarters allowance for every day in P. 0. W. status under the Japanesec Of course, this would be the same if you ware held by the Germans o I have already put in my own claim but have not heard anything of it as yet* It amounted to $3059o15 for 1003 days. I was liberated 4 February 1945 in Manila^ Subsistanoe and quarters allowance in the Philippines amounts to $3o05 per day? All Countries differ in amounts-.- If you are of the Navy, look in the Bureau of Supplies and Aooount Manual, ^articles 2143-4 (a) (l) (a) and 2143-4 (o) (l) (a) for substantiation.. This information should be passed on to any of your friends v/ho were oaptured and rescued* Please keep me informed as'to'how you make out and on any other information you may gather on this subject« Thank you and the best of luok» C.
