June 2, 1943 Mr. Stephen John Owens Webster, North Carolina Dear Mr. Owens: As you no doubt realise, more than a year has elapsed since your son, Samuel Robert Owens, Torpedoman second class, U. S. Navy, was placed in the status of missing* From latest available information he was serving with the Naval Forces in Corregldor during Hay 1942, and no report concerning him has been received subsequently. The Secretary of the Navy has given careful consideration to the circumstances surrounding the disappearance of your son and, on the basis of all available information has directed that since there is no acceptable proof of his death, that he be continued in a missing status until information is received or other circumstances occur which would indicate that he should no longer be continued in this status* The list of prisoners made available by the Japanese through the medium of the International Red Cross has so far failed to include the name of your son, although many of the personnel serving in Corregldor at the time of its capitulation have been reported as captured by the enemy* By operation of law your son's pay will be credited to his account and any allotments registered in behalf of his dependents or in payment of Insurance premiums will be continued so long as he is carried in a missing status* The Navy Department fully appreciates your great anxiety and assures you it will inform you promptly of any Information concerning your son which may lend strength to your constant hope for news of him* Very truly yours, RANDALL JACOBS Rear Admiral, U.
