INFORMATION CIRCULAR NO. 11 - JAPANESE The Prisoner of War Information Bureau, Office of The Provost Marshal General, receives the names of American prisoners of war and civilian internees reported by the Enemy Powers. It answers inquiries and furnishes information concerning prisoners of war to those interested. INSPECTIONS - The Geneva Convention makes provision for the inspection of prisoner of war camps by representatives of the International Red Cross and the Protecting Power. The purpose of these inspections is to enable these neutral agencies to determine if the Detaining Power is complying with the terms of the Convention. If the delegate or representative of the Protecting Power finds grounds for complaint that cannot be settled on the spot, a report of such complaint is made to the Detaining Power. The reports of inspections are forwarded to this Bureau. The Japanese Government has permitted inspections of the following named camps: Hoten Camp, Mukden, Manchukuo; Tokyo Camps, Island of Honshu, Japan; Osaka Camps, Island of Honshu, Japan; Fukuoka Camps, Island of Honshu, Japan; Zentsuji Camps, Island of Shikoku, Japan; Shanghai War Prisoner's Camp, Shanghai, China; and the prisoner of war camps located on the Island of Taiwan (Formosa). The inspection of prisoner of war camps maintained in the other Japanese occupied territories has not as yet been permitted. PHYSICAL CONDITION OF PRISONERS OF WAR - The Geneva Convention requires that the Detaining Power report complete information concerning the nature arid extent of wounds, serious illnesses, etc. However, the Japanese have to date given very little information of this character. The letter to you accompanying this circular gives all information which has been reported by the Japanese Government at this time. CABLES - The toeric-ti Red' Gross has completed aTrangemerrts-^wtrich permit the—next of kin to send one cablegram to an American prisoner of war interned by the Japanese Government when he has been officially reported. Additional cablegrams may be sent in cases of serious emergency only. Questions concerning the sending of cablegrams should be directed to your nearest American Red Cross Chapter. PAY AND ALLOWANCES - During the period of internment, an American prisoner of war, regardless of grade, will have credited to his account by the United States Government his regular pay, allowances, and any authorized increases thereto, less allotments or other deductions which may be chargeable to him. Such accrued credits will be paid to him upon his return to military duty. A supplemental agreement to the Geneva Convention has been made permitting the payment of small sums by the Detaining Power to officer prisoners of war, such amounts being dependent upon their rank. There is no provision under this treaty for the payment of enlisted men by the Detaining Power, other than those amounts which may arbitrarily be paid by the Detaining Power for work performed, other than camp maintenance. CORRESPONDENCE - Circular of this office, Revised Japanese Mailing Instructions, gives complete information on this subject. The number of letters and cards that the Japanese permit a prisoner of war to send varies depending on the camp in which he is located. The time required for delivery of mail to and from prisoners in Japanese custody varies greatly. The uncertainties of war, enemy censorship, and transportation difficulties all are factors involved in the delivery of mail. There is now available at all post offices, free of charge, air mail letter sheets, W.D., P.M.G. Form No. 111. It is believed that the use of this form for communication with prisoners in Japanese custody will facilitate delivery of such mail by at least fifty per cent over present methods. Your attention is called to the Japanese imposed restriction of twenty-four words. A six cent air mail stamp is required. REPATRIATION - Many persons have requested that the United States secure the return of American prisoners of war by exchange from the Japanese Government. Repeated efforts have been made, and are being continued, to secure the Japanese Government's consent to the repatriation of sick and wounded military personnel, but to date, these efforts have proved unavailing.
