P(KaC 3L> 57th CONGRESS, 1st Session. • dlab. IN THE HOUSE OF REPRESENTATIVES, December 6, 1901. Mr. Brownlow introduced the following bill; which was referred to the Committee on Agriculture and ordered to be printed. A "DTT T For the purchase of a national forest reserve in the Southern Appalachian Mountains, to he known as the " McKinley National Park and Forest Reserve." 1 Be it enacted by the Senate and House of Mepresenta- 2 tives of the United States of America in Congress assembled, 3 That the Secretary of Agriculture is hereby empowered and 4 directed to purchase land suited to the purpose of a national 5 park and forest reserve in the Appalachian Mountains within 6 the States of West Virginia, Virginia, North Carolina, South 7 Carolina, Georgia, Alabama, and Tennessee, in total extent 8 not to exceed four million acres, and to care for, protect, use, 9 and make accessible the said reserve or any part of it when 10 so purchased for a national park. 11 Sec. 2. That the Secretary of Agriculture is hereby em- 12 powered and directed to make such rules and regulations and 13 establish such service as he may deem necessary for the care, 14 protection, and use of such forest reserve, and to sell such

Walter Preston Brownlow (1851-1910) was a politician who represented Tennessee in the U.S. House of Representatives. In December 1901, Brownlow submitted a bill to purchase lands for the “National Park and Forest Reserve,” naming it for then-President McKinley. Working closely with the Appalachian National Park Association, North Carolina Senator Jeter Connelly Pritchard (1857-1921) had earlier introduced a separate bill in the Senate. Unfortunately, Congress was not able to reconcile the two bills and they failed.
