I appreciate very greatly the interest you, and the Citizen, have always and are now taking in cli phases of the park establishment. The difficulty which l_hsy# had here for a long time was the fact that Mr. Canmierer-fet^thEt the Rockefeller Foundation entered into a contestrtkwith *^>e States of North Carolina and Tennessee to acffiB^re^fhe park lands, and that the agreement was made on that lrau^/and it would be bad faith for the States not to carry out tM^agreement. I told him, however, that it was impos^Sbl^sTox^Horth Carolina to put up any more money at this tiara/; end\ felt sure the same was so with Tennessee, so I finall^^otMm to agree with the amendment to confer power on thj^PreVSsgat to take, care of it so to could work every thii^out. ^ w ^'^^^ Western Carolina University lament would^fee^tak put on the Public Bill last Saturday, but for the assurance of Mr. Douglas, Director of the Budget, that the project would be taken cere of under the Reforestation Aet. The language of this act is broad enough to cover it, if the President would so apply it, but I felt that it would be better, if possible, to deal with it in direct terms. I had amr>le votes to put it on in the Committee, both Democratic and Republicans, but his assurance was so positive that, of eourse, Mr. Bougiiton and I felt we eould not simply tell him we did not believe him. He stated he talked with the President that morning and he was sure of what he was saying. However, I am talking with him further and if necessary will ask our Senators to cooperate in placing the proposed amendment on the bill in the Senate, if it is needed.
