  • 1Z WCnewsmagazine photo by WCU OPI Millennial Initiative brings knowledge-based economy by Sara Halterman * WCnewsmagazine Earlier this year, Western Carolina University announced plans for the Millennial Initiative, an extensive regional and economic development | program designed to advance educational opportunities at WCU, while amplifying partnership _ opportunities with the private sector. Legislation passed in July 2000 under Session Law 2000-177, approving a Millennial Campus for WCU, as well as for other campuses in the UNC-system, _ including East Carolina University and University of _ North Carolina at Charlotte to name a couple. Once the legislation passed, Western began _ the process of securing land. In total, the university acquired 344 acres neighboring the current campus. The land is distributed in two sections: 64-acres known as the Killian property and 280 acres known as the Hooper tract. The land stretches from the property line of the North Carolina Center for the Advancement of Teaching past the Jackson County Airport along side Little Savannah Road. It is determined that seventy-five percent of the appropriated land is fit for building. Once the land acquisition was complete the total cost for the property totaled $2.87 million which was distributed to the university through state funds. Funding was provided by the 2000 North Carolina Higher Education Bond Referendum. The university also received a federal grant of $300,000 to create business and marketing plans for the millennial campus. In addition, the grant is to be used to develop a master plan for the Millennial Initiative. The date for construction to begin has yet to be determined, but university officials note that it could take nearly twenty years to complete. The property will encompass academic buildings, research facilities, industry and housing. Potential facilities include the College of Education, the College of Health Sciences and Gerontological Studies, the Center for Broadband Development, the Center for Development of Adaptive Devices, the Center for Entrepreneurial Development, the Center for Environmental Science and the Center for Forensic Science. The Millennial Initiatives purpose is to promote economic development by allowing __ the university to engage in public-private partnerships that serve as educational opportunities for students and faculty in advanced technical programs. In a WCU press release about the initiative, ChancellorJohnBardo is quoted as saying, We want to keep the best and brightest of the regions young people from having no choice but to leave home to find the type of high-paying jobs elsewhere. We want the children of the mountains to be able to remain in the mountains and to be participants in the high-tech, knowledge-based global economy of the 21st century. Director for the Center for Regional Development, Dr. Paul Evans, is responsible for coordinating public-private partnerships as part of the Millennial Initiative. Evans notes that his role involves planning for specific partnerships, evaluating particular companies and making sure they are best fit for the region. Evans notes that the present day economy is moving away from Post-Industrialization into a knowledge-based economy and that the Millennial Initiative is a development designed to meet the demands of a knowledge-based economy. The university will play a more central role in using the intellectual capitol of this university to harness that Millennial Initiative "What is a Millennium Campus? Well, some of you may be familiar with universi technology parks, You also may be familiar with the Centennial Campus at NC State. Evans also says that the Initiatives development is a desire to understand the role a university plays in improving the quality of life for people in the region and the constitutes for it. Evans continues to note that, A university has a responsibility for the region it serves and it is the states decision for the university to become more accountable. As the semester comes to a close, the Millennial Initiative remains on the brink of planning and development. For the next twenty years, the future of Western Carolina University and the mountain region will undergo precedent changes. It is hoped by many that the Millennial Initiative will bring inspiration, ideas, ingenuity and innovation to the mountain region in an effort to secure its economic future.
