The budget allocates $27,600 for 39 clubs and organizations. The budget also allocates $46,187 for the SGA operating expenses. Also included in the budget is a $6,400 emergency fund that clubs and organizations can apply for if they missed the deadline for applications, or if they need more money than SGA allocated to them. Now that the budget is passed by the Senate, it must be approved and signed by the president and vice president of the SGA and the vice chancellor of Student Affairs. Dr. Robert Caruso, the vice chancellor of Student Affairs, said that he expected no changes in the proposed budget. The money allocated to clubs and organizations has been cut from the original figure. The first figure that was proposed was around $32,000. However, because of new clubs, and those clubs that missed the deadline, the Finance Committee cut the budget to provide emergency funding to those groups. "The SGA has budget constraints," Joe Owens, head of the Finance Committee, said. "We have new clubs and the SGA as a whole has not received a increase in past couple of years." Over half of the SGA budget goes toward the expenses of the SGA. This year the SGA budget allocated $57,153 for their expenses. Almost half of that figure was allocated to personnel compensation ( salaries of both non- student and student employees). As of May 3, 1999 the SGA has only spent $49,837 of that money. The money allocated to the different organizations was evaluated on the basis of the following criteria: SGA funding used for last year, SGA money will be used for this year, if the club is affiliated with any group, if the club has dues and what those dues are used for, fundraising and other forms of revenue, and the ways the clubs give back to Western. Owens said, "Their [club's] money is not completely SGA concern. However, we do consider it in making our decision." 1998-99: This Year's News in Review by Seth R. Sams News Editor The past year at the Carolinian has dealt with a wide variety of issues, ranging from SGA elections and fee increases, to sexual assault and the apathy of students perceived by students and faculty. The following is a review, highlighting some of the most important and influential subjects faced by those in the WCU community, and reported on by the News Department at the Western Carolinian.. August Aramark is recognized as new food service provider for WCU students and staff. Plans are made for changes to UC Food Court, Brown and Dodson Cafeterias. Previous year's elections are nullified by the SGA Supreme Court and a new date is set for September 16. Two WCU students are arrested on charges of kidnapping and armed robbery in connection with an incident that occurred on July 28 at Forest Hills Apartments. These charges were later dropped.
