  • The Western Carolinian Page 3 Thursday February 2, 1989 Campus Parking: An Interview with Gene McAbee Christine Faris NEWS EDITOR SECT Team earns chance for intermediate-level positions By Alex Greene STAFF WRITER Members of WCU's Student Emergency Care Team (SECT) are presently attending classes at Haywood County For the certification of Emergency Medical Technician at the intermediate level. The advanced life support for the E M T-intermediate level consists of the following procedures: 1. The application of fluid therapy for insured persons suffering from shock. 2. Advanced airways to ventilate patients who are unconscious This consists fo the insertion of an EOA (Esophogal Obturator Airway) that is an apparatus that consists of a this plastic tube introduced through the mouth, down the esophogas. This tube has holes in it and air goes to the lungs instead of the stomach. This machine saves crucial time for the patient that has his airways obstructed with an object. 3. Intramuscular injections of epinephrine to treat life-threatening allergic reactions. 4. Antishock trousers to treat injury-related shock patients. According to Joey Folding, "EMT-intermediates are considered professionals and you need 96 hours every 2 years so you can keep your continuing education that is required by state law." If the university approves of the WCU members going into intermediate level, the SECT will be at the same level of Jackson county's emergency care. This service will be rendered without charge to WCU students because medical care is included in tuition. by Alex Greene STAFF WRITER Q- In the last year what has the Dept. done with the violations money? A- We spent $90,000 in the freshman lot behind the track. We also spent $1,500 to extend the warehouse lot near the bookstore. Q- These lots seem, to me, that commuters have more rights than residents. A- That is not true. They do not have more rights than residents. Q- Do commuters get parking citations when they park in a resident spot? A- Yes, we cite commuters for illegal parking, yes. Interview conducted the 1/26/89 with Gene McAbee, head of the Cullowhee Police Dept. about the parking situation on campus. Q- Students complain that there are not enough parking spaces on campus? A- That is not true. We have more parking spaces at Western Carolina University than any other state supported institution. Our problem is that people cannot park near their classes and that may not seem convenient to them. The lots behind Hunter Library have only been filled 6 days since the beginning of the Spring term.. Q- Students probably wonder if the Dept. of Public Safety needs the traffic violation money. A- We don't need the money to operate. We will be happy to run the Dept. without the violations money. Q- Then, what do you do with the money? A- The money goes to the Traffic Auxiliaries Trust Fund. It's a fund that is state law, can only be used to maintain and construct parking lots and to handle vehicles registration, too. Q- If the Department of Public Safety does not need the citations money, how do you operate? A- The state gives us money that covers for officer's pay, uniforms, patrol cars and maintenance. Q- What is the difference between Traffic and security and Public Safety relating to traffic problems? A- None. Change was made to reflect our police powers. The name Security did not indicate what we are. We are a police department like any other department in any city. We have the power to arrest. The other main reason for the name change was jurisdiction. Q- Does the department give speeding tickets? A- Yes, but because we do not have radar detectors in our patrol cars, we judge the speed of a vehicle by the speed posted or the officer's judgement. We also have the right to issue a state or campus citation. Q- Does the WCU faculty and staff get free parking stickers and more parking privileges? A- No. Faculty and staff pay $20 a year for their parking sticker, while a student pays only $14. Faculty and staff are treated equally to students and they have to pay fortheir citations andagood number of them have been revoked from parking on campus. The Staff Committee is like the SGA traffic court, and has a 98% conviction rate. Q- What about the Brown Cafeteria parking lot? A- Students cannot park there at all. That parking lot is only for faculty and staff and is used for special events. Q- What about students who can't find a parking space and park en the grass? A- There are enough parking spaces on campus like I said before, so students shouldn't be parking on the grass. Q- What is the difference between the yellow parking spaces and the white lines? A- Yellow lines are for the faculty and staff. White ones are for the students. Q- Isn't it a bit confusing that the resident and commuter spaces are painted the same way? A- Well, we try to make it easier to differentiate by putting signs on the commuter lots Q- How has the campus' parking spaces grown in the last few years? A- Well, in 1983 we had 3,926 parking spaces on campus. In 1987 we had 4,357. From 1987 up to August 1988 we had 4,418. We added 61 spaces during 1988. Q- Where were the spaces added? A- Well, Walker lot added 264 parking spaces to campus. 30 additional commuter spaces were added on the warehouse lot behind the library. Scott lot had 9 additional resident parking spaces, and so did Reynolds lot with 3. Behind Helder and Leatherwood, 6 resident and 10 commuter spaces were added. Harrill lot had 3 additional parking spaces. All of these spaces were done by re-designing the parking lots. The problem in Cullowhee is not the scarcity of parking spaces, but is that people don't want to park where they are supposed to. The Dancers Pointe 59 E.
