That same day, Dr. Sabrowsky will deliver to ROTC students a talk, "Manning America's Military: A New Bottle for the Old Draft?" At 7:00 that night, he will speak at a meeting of the University Forum, on the issue of the arms reduction talks, from Nixon to Reagan. ISI is something of a controversy — to those who know of it at all. It is a conservative organization that has a WCU contingent and is recognized by the Student Government Association. Last semester, meetings were attended by 12 to 15 people at a time. Some people think its ideals down to earth and of good common sense, while others warn of its dangerous potential for becoming a McCarthy-esque witch- hunting tool. Like many students, this reporter learned of ISI second-hand, from a friend who did not belong to it. This friend, who happens to be of liberal beliefs, described ISI as "ultra- conservative", bordering on fascist. Where lies the truth? Bob Anderson, a political science major, consented to an interview on the organization, in which he is a member. He presented ISI as something different from most of its myths and legends, as an innocuously amorphous group of (primarily) businesspeople who have little in common other than a capitalist business orientation, a belief in the necessity for a strong national defense, and an outspoken distaste for anything, including govern- ment meddling, that hampers free trade. According to Anderson ISI "has no partisan politics. Democrats, Republicans, and anyone else may belong. It is basically conservative, but it is an organization where liberal is the same as conservative." The motto of ISI is "To educate for liberty," and Anderson's personal definition of liberty is "the ability to do what you want as long as it is within the moral law." His idea of moral law is Judeo- Christian in nature, but when pressed for details, Anderson admitted, "I'm not a political philosopher." He denied any affiliation between ISI and Jerry Falwell's Moral Majority. Anderson said WCU's chapter of ISI, which has no formal charter, is an offshoot of the national "parent" organization founded in 1956 by a group of conservative educators. Lee Cheek first learned of it two years ago, from an article he read in The National Review. Cheek sent away for the information that helped him found the WCU chapter, and for the literature ISI provides at little or no cost. That literature now occupies a shelf of its own in the prelaw reading room of the political science department. One of national ISI's main pushes is for the spread of education of its beliefs. To that end, it hosts seminars all over the country and provides speakers at low or no cost to any educational institution Jhat asks for them. WCU has had several of ISI's speakers. Each year, ISI awards 56 Weaver Fellowships to students who desire to become educators. Selection is made on the basis of essays applicants must submit for approval. The organization also sponsers student attendance at its national workshops and conventions. The organization publishes two quarterlies, Intercollegiate Review, which is distributed free of cost, and Modern Age, which is priced $2.50 an issue. Both contain essays on education, economics, defense, and ISI's philosophy of liberty, ISI is a heavily, but secretly, funded organization. According to Anderson, the organization's lavish spending is made possible by individual and corporate funders, and the identity of both are shrouded in mystery. Anderson said ISI will not apply for or accept government grant money, and in fact turned down such a grant in the state of California. This is because the government tends to intrude with its own demands into the operations of its grant recipients. If the character of an organization can be judged by the character of its members, the reader can draw his/ her own conclusion from observing the behavior and public political activities of such ISI affiliated figures as William F. Buckley, Charles Hetherly (Undersecretary of Education in Charge of Management in the Reagan Administration) and Alexander Solzhenitsyn. After the September 12 dinner meeting. Western's ISI plans to have bi-weekly meetings, the time and place of which will be announced in the Carolinian. The meetings are open to the public, so come and discern for yourself the nature ofthe beast.
