Officer Jim Waldrep of Traffic and Security attempts to control the masses of automated humanity hurling down Main Street, Cullowhee at noon yesterday. Carolinian photo by Robert Highway Near Completion by Monica Henson Staff writer Many students at WCU, as well as most residents of the Cullowhee-Sylva area, will be pleased to learn that construction work on the new highway is nearing the finish line. The highway project, which was begun in March 1978, is scheduled for completion by November first. Ron Watson of Sylva, resident engineer in charge of the construction work, said that the project is running smoothly and according to schedule, and is actually slightly ahead. This statement is based on the monetary amount of work already finished. .The highway project is actually two projects in one. Construction engineer Ron Watson expects the by-pass to be open by November First. divided into two sections, one of which has already been completed. The Forest Hills-East LaPorte segment has been finished and is open to the public. The other section runs from the existing four-lane near Sylva-Webster High School up to Forest Hills, and is nearing the end of construction. One part of the Sylva-Forest Hills road is already accessible to public traffic. The section between the Administration Building and the post office is open to traffic now. The highway project is partially funded by the state, and is augmented by federal aid. The project is running close to the original planned budget, with an overrun of approximately eight-tenths of one percent. There are seasonal limitations on part of the construction work to be done. Paving of the road, for example, must be done during warm weather, and delays in the process would push the completion date of the project up into the spring. However, Watson stated that the rough grading of the road is almost finished, and approximately sixty percent of the stone has been set. The paving process should begin this week, and it is hoped that traffic will be allowed on the highway by November, even if the work is not entirely complete. The construction of the highway has been a source of frustration to many people. Profusions of mud when it rains, excessive dust when it's dry, detours, all of these have been irritating to residents near the construction site. Completion of the project will come as good news for area residents. If work continues on schedule, traffic will be rolling along the highway by November. Cullowhee RFD There is presently no collection box in Cullowhee for students and faculty to use. The Post Master of Cullowhee, Lamar McGinnis, told the Carolinian that there are several reasons for this. The first is that the Asst. Post Master General requires that there by at least 2100 local residents before Cullowhee can have city delivery. Being that there are not that many residents in Cullowhee, the post office has no vehicles to make pick-ups at a collection box. McGinnis also stated that there are several other criteria to be met before city delivery could be established.
